Dropped for me off a coerced gnome very near the zonein from Warslik's Woods Pretty sure it also dropped for me today off giants at the giant fort in Frontier Mountains too
Thick Silk is the dropped ingredient to make Thick Silk Armor Templates. They are the new Cultural Tailoring drops. This is the 5th tier of around 12 (I think) and making these Templates with Thick Silk (and the appropriate bought ingredients) will get you to around 140 skill. The first 4 Tiers of dropped Silks are: Course Silk, Rough Slik, Tacky Silk and Sullied Silk. These will get you to around skill 30, 50, 75 and 100 subsequently (numbers are a bit off). I found the first 3 tiers to be dropping of Blackburrow Gnolls a LOT, even some 4t tier sullied sliks there too.
Same thing for Animal Pelts: these are the drops for Leather Armor Templates. Lots of them on BB gnolls. In about 1 hour of farming BB(level 39 SK) I got enough Silks and Pelts to get my tailoring from 21 to 78. I could make these templates in my Deluxe Sewing kit. I think any kit will do, did not need the cultural kit for these templates (but you probably will need that cultural kit for the actual armor combines).
First 5 tiers of dropped animal pelts are: Ruined, Mangled, Tattered, Sullied and Crude Animal Pelts. They follow about the same skill caps. The Templates themselves do not have stats and can not be worn but are used in the final combines to make the real armor. For that you need some more dropped components: these are the Loams, Marrows and Fluids(also used for Smithing I think).
All the bought ingredients can be found on a few vendors in PoK, Crescent Reach and Abysmal Sea. They are pretty cheap exept one component,the Filaments, which scales up in type(Crude, plain, twisted and so forth) and price. Starts cheap with tier 1 and scales all the way up to around 167 pp a piece for tier 12 or some. However, you can sell back the Templates you make for a not so big loss(if you do not use them for making real armor). The other bought ingredients (proper pattern, Curing agent and Simple Needle which returns on fails and successes) are like 1 gold each. All of these, including the filaments and the Needle, are found on the same vendor, at least this is true for the PoK vendor. I have heard of some higher tier bought ingredients not being on the vendors yet though.
Pelts and Silks stack to 20. Curing Agents(bought) also stack to 20. The patterns and filaments stack a lot higher. The actual Templates you make stack pretty badly, from 3 to 15. Not sure if this is a bug or intended. but I sell them back immediately anyway. PoK Vendor are the Matricks, 3 of them in the building near the entrance to Bazaar.
The new Ores you find (Tin Ore, Iron Ore and such) are for the Cultural Smithing.
Also: to learn these new recipes, go to a couple of new vendors that stand to the left of the door into the library in PoK. There are 4 new vendors there, and they sell the books. You will only see the books on them that you are allowed to see depending on your crafting skill. I had 21 skill(bought with points at my GM) and could see and buy the tailoring and smithing books up till tier 4. Buy the books, rightclick to open them and then push the "scribe" button you see on them. Book disappears and your new recipes will show up when you open your Sewing kit! (search for Templates). When I had reached skill level 78 in tailoring I could see book 5 and scribe it. This contained the Thick Silk Templates with skill cap up to 140.
