Depends at what expansion is active. In classic, you'll find them at the pyramid for sure INSIDE the temple.
After ToCT transitions to its second iteration (I don't recall which expansion this occurs at), where the mob levels are increased, you can find the crusaders spawning OUTSIDE of the temple, in the Feerrott, at the 5 pyramids around the entrance. They're sorta rare so expect to clear quite a bit.
So far I've seen crusaders spawn at the top of the ramp to CT on the left hand side, and on the pyramid to the left of the ramp. Seems like if you see a zealot, a crusader might appear there. Not so sure about judicators.
i noticed that no one ever felt the need to correct this. It is a tall pillar at the fork, not a tree. like a dummy i went looking for a tree and couldn't find one.

Spiritualist minus 159 pos 538. 12 minute timer. after 6 hr I went to bed and my wife monitored the spiritualist camp. She did not add to the numbers below Note: all the time the spiritualist was camped I slaughtered other Tae Ew's in that section. After I got interminably bored and started counting critters we got the following.
Here's my experience with decayed drops so far. I spent 10 hours over the course of two days clearing every lizzy on the island in front of CT, up until the 9 hour mark I hadn't seen one crusader until finally three spawned in about 15 mins. Aside from the crusaders the spritualist is really reliable for drops. My haul so far:
2 bps 1 mail 5 visors 3 helms 2 right gaunts 1 left gaunt 3 left boots 1 right boot 3 right leg 0 left leg 2 left vambs 2 right vambs
With the rate crusaders were appearing for me it seemed just as lucrative to kill nothing but the spiritualist, even at 60 when I can just pull every lizzy at once and slaughter em in succession.
Now if I could only get the damn left leg to drop...

Totally random spawn. Aside from static spawn points, such as Radiant, you can kill a lizard and perhaps a Crusader will spawn.
I've seen them spawn all over the place (outside Cazic Thule). The ones I've killed have dropped 1 or 2 pieces of decayed armor.
There is no special system to it, kill everything. I tried every silly tip suggested by people on this creature. None of them worked. There's no such thing as a free lunch. Well, Lizard Meat...
I am currently 32 SK Dark Elf. I camped the ramp to CT and The Point for hours on end,Its been days. I remember reading that the quest for the helm was average 4 hours. Who are you kidding!?Always had to have some sort of healer there or higher level to help kill the mobs faster. I have half of the decaying parts needed for all the Darkforge Armor and haven't even began to get the other elements needed. Whats the difficulty of killing the Freeport Guards? and such....
All of my decayed stuff which i obtained in about 3 days came from a Spiritualist near the very tip of the island away from all of the crowds and temples. just go right from the fallen pillar and run along water to end of the shore look up and you will see the last pillar on the shore. kill the observer a few times and POP the spiritualist will show up (look out for HT ) and sometimes even a crusader but who cares the Spiritualist dropped three pieces of decayed on me at one time twice in a half hour.....good luck <btw you can solo this spot too but you may want to bring a cleric :)
Ok, what level is the spiritualist? Anyone else near his spawn? What type of MOB is it? caster/melee? This would help me a lot since I just recently made 30th with my SK (my trouble lvl since I've always started over from this lvl), I think doing the decayed armor quest might be fun, even though I have a "crustecean shell bp" and "crustecean shell shield". I do not have good greaves, boots, or gloves(actually BA gloves not too bad). My helm is a BA crown not sure if the Darkforge is better? similar to you i got my full set of darkforge - completed about a month ago actually. i really enjoyed doing the quests though i must say i don't think we should complain that it was too hard.
when i first started the quest, the crusaders were still in the temple and not the feeroot. now THAT was hard. one thing that made it easier then was the fact that they had pets so you could find them with sense undead. but other than that it was much harder. i never was able to reach the pyramid inside with them. kept getting aggro'd like crazy. then they put them in the feeroot. that made things much easier. not easy mind you - easier.
after doing nothing but these quests for two months i went up prolly 4 lvls and learned a LOT about tactics both solo & group. i'm very glad i did them.
Just completed my entire set of darkforge(decaying) mail pieces tonight after 5 weeks of camping for at least 3-4 hours straight per day outside CT. I now hate the Feerrott due to the sheer amount of time I wasted,but I will say the cash is decent enough off the small pyramids if you can keep a few clean. In my experience I would say that Crusaders are three times as likely to pop on the ramp, near radiant, or the small pyramid directly to the left of the ramp if your facing CT. I am glad to be done with it and mark my words Verant if you make this quest easier or the pops more frequent down the road I will have your heads, because I did it the hard way and by god I earned this armor blood sweat and tears of frustration.

I was camping the CT ramp as a 36 rogue with a 33 bard pulling and fearing them against the wall. Easy exp. In 2 days there 3 crusaders popped and each time dropped 2 pieces of decayed armor. Hit my friend with a 315 HT though. And the Juticars cast greater heal and blast for 200 with smite. The Silverflank Guardians (gorillas) drop Ravenscale and they are a fairly rare spawn beside the CT zone.
I was new to this zone in fact I just came here for Radiant. After killing Radiant and his placeholder 10 times and his surrounding support except the healer, a Crusader never spawned. When I killed the healer, a crusader popped right in front of radiant within 5 min. Not sure if this is related or a coinsidence, but thought I would throw it out here anyway. BTW it took 6 kills of Radiant to get the gloves and his placeholder dropped the silver wand twice. These crusaders are tough. I am a 43 Ranger and just survived.
DAmn it seemed It took us forever to get taht damn mob to pop took like 20 hrs + staright to get all Quested armour any thing on how to make these pop quicker we went to all of the lizard thingys and killing em..... only got like 2 pops every 3 hrs Was odd i member in CT was alot easier i dunno i think they sould have never changed CT :) bastards
I am 33rd level Dark Elf SK with some pretty good equipment and weapons. I tryed bringing some non-evil friends (same level) with me to start collecting the armor but they keep getting jumped by the ogre guards and end up zoning back to Rathe Mtns. I have been camping crusaders and lizards in the feerott since the CT patch and haven't seen this guy spawn. The easiest way to get crusaders to pop is to clear the pyramids and the ramp to CT.
Ok, my turn to say a few words on these guys, yes I finally fought some and started collectimg my armor pieces. Ok from what I saw, th best Spawn spot is on the ramp on eith er side ofthe CZ entrance, I seen 5 crusaders there in 4 hrs. Also there are pops on the temples but I cant tell ya anything about rates on those yet. Someone told me you have to kill like 10-20 Tae ew to cycle the mob drop rates but I tried to test it and we were fighting lizzies from 3 sides and can be hard to keep track while fighting tae ew and the little hard hitting alligators*lol* who are always grouped in 3s. Hope this is helpfull and hope to see ya out there on Quellious.
I have been camping these guys for 8 and a half hours today to assemble the pieces for my Epic. They spawn about every hour and a half to 2 and a half hours. I killed 5 today in this time period. Visor dropped first followed by BP, leg plate and then both gaunts <seperate times>. I have been focusing on the Zealots when they spawn <told by a friend they are PH>, seems to work. When about 5 of the Zealots spawn then about a half hour or so later the Crusader poped in one of thier spots. My 2cp 8P
