cons are blue, white and yellow to my 39th shaman, and been that way since 38ush had red once in while , so my guesss would be 41 about 35,36-41, dropped a watter blossom today for some twilight armor
I haven't fought much yet in the SD but I have already run across a level 45 cheetah. Also, I have gotten two sapphire gems dropped in about 20 or so kills.
I looted a Shappire from one of these. Was my first kill at scarlet desert) not bad for beggining =) was a 66 pp worth in SH, being sk troll qith 45 of CHA

After a night of fighting these and sunflowers near the Twilight Sea zoneline we ended up with zero loot. No coin, no random drop, nothing (except xp of course). Not sure I can afford to fight here much longer.
Killed a dark blue con cheetah (to me at 55th) and looted a Sapphire.
Having looted a star ruby of a dark blue con sunflower earlier tonight it would seem the loot table for this zone has been adjusted slightly and thus would anticipate a similar gem drop from the dark blue con lightcrawlers as well ( time will tell I'm sure ).

I killed a scarlet cheetah patriarch last night. It appeared to be about level 45, conned blue to level 54, and probably had about 4500 hit points. I think it's maximum hit was 120 (hitting me with AC 1005.)
At 43 I had a Cheetah con white last night and this was only once. He was one tough mother to take down. My 45 monk had to use his Mend and my 43 Shaman was almost OOM (and that was doing that can dance for the whole fight). I don’t know if this thing was super kitty or if there will be a lot more Cheetahs like him as I just started fighting in this part of the zone.
I have been leveling both chars here since 41 (play them as a team) and the XP has flown buy – did a lvl a day for the first two days and then my monk hit 44. The XP started to slow down a bit but was still pretty good. I should have changed locations then but I stuck it out till my shaman dinged 43.
As for the mob lvls increasing – definitely increase as you head north in the zone. Just walk the eastern wall and con as you go (be sure not to wander into the ninja looking dudes just north of the TS zone ent). I started fighting at the TS zone, parked my Shaman and pulled away with my monk. When my Monk hit 45 all of the sunflowers were light blue so I roamed the moon for a bit looking for good mobs to hit. When I had gone full circle and zoned back in from The Grey I parked my shaman at the ent and started pulling away. I did this for about two hours last night with no problems! The XP seems to be good here so I will stay for a level or two.
All of this to say that the Cheetahs are great XP for the amount of work you have to do to kill them – and as of today I have yet to be trained in this zone /emote crosses his fingers.
dont think it has 9k, i dropped it with 4 or 5 ice comets. im a lvl 52 wizza that nukes for 1350 (extra damage 3 is a nice thing). low resists, runs fast tho, prolly way faster than jboots an mebbe sow. they will help each other too, an they stun. tiger cheetahs have way more resists for some reason. 117 is bout right, an that will be regular damage if u have caster ac. no way of knowing which one you will get either.
I have found after spending many levels in the Scarlet Desert that there roughly 3 levels of cheetahs. I am currently lvl 53 but these basic types have held true since I started at about lvl 48 here. Frist there is the basic light blue cheetah. Hits for about 85 max, has about 2000 or so hps. Not too hard but a little tougher than basic sunflowers and lightcrawlers. The there is the blue cheetah. He hits for about mid 90's and has about 2500 hps or so. Then there is what I call the uber cheetah. He is blue but he is one tough MOB. Hits for a high of about 117 and has at least 6000 to 9000 or more hps. As a very well equipped monk (fungi, TStaff, IFS, etc.) I simply cannot solo this MOB even with stonestance and mend. He simply hits too hard and has way too many hps. He is very good exp when I have Shammy buffs to take him. Note there can be more than one of these active and they tend to hang out to the right of the entrance to the Grey.
