What event or events give out the most Chronobine, compared to the easy of the task or mission?
Names for the Faceless gives about 160 chronobines - the NO TRADE Irregular's Signet Ring can be pre-looted off various undead mobs in OGHills and OGVillage; you need 10 of them (stacks to 20). Quest is given by Garvin Windrunner.
