Anniversary events tend to run from mid-March to mid-April (sometimes to mid-May) each year. They are not available during the "off season".
For an overview and list of EverQuest Anniversary events, see this quest entry. This is an anniversary quest available only during anniversary season (a few weeks during March and April). It was introduced in 2009 as part of EverQuest's 10th anniversary. This is one of 16 deity quests. For an overview of how rewards work and how these quests are linked with one another, see this writeup. Below here are the details for this particular quest. Fizzlethorpe Bristlebane`s Image wanders the Plane of Knowledge near the Soulbinder. You say, 'Hail, Fizzlethorpe Bristlebane`s Image' Fizzlethorpe Bristlebane`s Image says 'Hello there! You might know me. Then again, you might not. No matter to me, really. I just wanted to invite you to a [party]!' You say, 'A party?' Fizzlethorpe Bristlebane`s Image says 'It seems to me that lately you folks here on Norrath have gotten a bit too stressed out. You've been slaying dragons for a decade, it's time to relax! So I've set up some firework shows for you. Of course with any good party plans, you really should expect to go to several places to get the most out of it. So do you want to enjoy a good show? Are you up to the challenge? A party [challenge]!' You say, 'I'll take the challenge' Fizzlethorpe Bristlebane`s Image says 'Well then, good luck! Most of all have fun!' You have been assigned the task 'Bristlebane's Party Favor - Bristlebane's Favor'. Bristlebane wants you to visit the firework shows all over Norrath. They happen only at one place at a time, so you have to keep moving! Bristlebane told you that he's having a party and has challenged you to participate. All over Norrath, and likely a few other places, there are firework shows to enjoy. All he has asked is that you find those fireworks and enjoy them. But the fireworks show only happens in one place at a time, so you'll have to keep moving. Bristlebane assured you that nothing bad would happen to you... CLUE: Where there's fireworks, there's smoke. Where there's hot water, there's this. LOCATION: Steamfont -- SE portion of zone (40, -1264, -22) (CONFIRMED) CLUE: For small folks, they sure play a big game of chess! LOCATION: Butcherblock -- around PoK book (-1607, -327, 2) (CONFIRMED) CLUE: Where the Windstalker used to stalk. LOCATION: Qeynos Hills -- south of Hadden (2380, 1015, 30) (CONFIRMED) CLUE: Big feet, big sandy footprints. LOCATION: Southern Desert of Ro -- around spectre isle (3792,-1631,15) (CONFIRMED) CLUE: If a bear was bare here, it couldn't bear it. LOCATION: Everfrost -- path south of PoK book, also wanders through most of the mountain paths (2573, 431,-56) (CONFIRMED) CLUE: Stone boat shuttles? Who are they kidding? LOCATION: Erudin -- on the docks (0,0,22) (CONFIRMED) CLUE: Fear? Rot? Well, these are a few of my favorite things. LOCATION: Field of Bone -- walks the path from Cabilis entrance down to the pit (-2080,2684,13) (CONFIRMED) CLUE: The markets here are wonderful, though who really needs that much catnip? LOCATION: Shar Vahl -- bridge near Shadeweaver zone (-845,100,-186) (CONFIRMED) CLUE: Only an elf would think that their dark is greater than someone else's. LOCATION: Greater Faydark -- underneath Kelethin, near PoD lift, NW of druid ring (75, 183, 1) (CONFIRMED) CLUE: I can't believe that those leatherfoot, er leatherfeets, are still alive. LOCATION: Nektolus Forest -- wizard portal area (28, -724, 9) (CONFIRMED) CLUE: Trolls be wary, this is their home and they will give you warts if you pester them. LOCATION: Rathe Mountains -- old hill giant area (356, 2343, 3) (CONFIRMED) CLUE: Are you one with the wall? LOCATION: Misty Thicket -- on top of the wall (-76, 588, 37) (CONFIRMED) CLUE: Minitab? Is that even a word? LOCATION: Natimbi -- pathing IN the river, east to west (and sometimes south into the ocean), you can get update levitating above him (934, -190, 144) (CONFIRMED) CLUE: You take the low pass.... LOCATION: Highpass Hold -- in front of Highpass Keep (-90, -170, -21) (CONFIRMED) CLUE: I'd prefer a crescent roll myself. LOCATION: Crescent Reach -- back part of zone, on ground below dragons (-540, -165, -42) (CONFIRMED) CLUE: Home to many of the world's largest things: largest Gnome launcher, largest clockwork and largest crash site! LOCATION: Dragonscale Hills -- on road near the farm, around (3516, -920, 77); also has been sited on the beach by the docks and in the water there (CONFIRMED) note: The party machine not only walks around in DSH, he also warps from spot to spot. Just pick one of the known sighting locations and hang out there until you see him. CLUE: High places are always covered with the veil of morning light. This task is not repeatable. I've hailed him several times to make sure now, and he has always given the same message.

It has an 18 hour lockout.
Well, for those of us who never hunted the hill giants then or now... the Old Hill Giant Area is no direction at all....
I zoned into Rathe Mountain zone through the Gukta Stone in PoK.
I looked for the first left after leaving the Gukta encampment and started circling the hill there, checking the top of the hill once in awhile...
That worked as the other write up I read said it would.(write up said head to the inactive druid ring to the first left cove). I came across the Party Machine on the far end of the hill from Gukta... I followed it back toward Gukta and then it turned to the monument area and past. I did not see it ever go on top of the hill, stayed in the cove/valley area... afterwhich it turned and started back along the same path.

Above it says Steamfont Mountains appearance is in SE corner and below it is mentioned as being in the SW corner by the jeweler... So we set up for the pop in the SW corner and friends decided to set up in the SE corner.... As friends were heading out to SE corner the party machine popped right under them heading toward the jewelers.... 4/4/2009 9:15 pm....

This post and the post on divine reapers are hugely helpful. Party Machine does seem to be popping closer to the top of the hour the last couple of days anyway. The most distracting part was the party machine showing up late, there really isn't an emote announcing it's arrival in a zone and you can't track it, so it can be a bit disturbing if you don't find it right away. Just trust it will be there if you have the right day using /up command and divine reaper chart. Natimbi and steamfront have been the hardest to find it in so far. Everfrost may have the largest area it covers. You still have to do a bit of work finding the thing, but these posts certainly help a lot.

From Fizzlethorpe Bristlebane's image in PoK (he roams about, all over, search outer and inner ring).
Basically, this quest involves "attending" the fireworks show put on by the non-trackable Party Machine Generator.
Every hour he will move to a new zone, in the order of the task steps below. You merely have to run up close enough
to him to get the task updates.
Hours are real life hours and are based on server "up time" (use /up command). He will move to a new zone at or
about each new server up time hour, give or take about 3 minutes.

The effect of the item summons a stack of 20 Bristlebane's Party Pie.
That is an item you can through at another NPCs. You just get the message 'xy is hit by a pie' and thats it. No special effects except a small pie flying through the air (it looks like a thrown stone) ... i was hoping for a bit more then this - heck nearly 20 hours of waiting for a machine and this is the result for the big 10th anniversary of EQ.

Is there a way to tell what zone he will be in at certain times?

It seems the time and place run fairly consistent across the servers. The people on Seventh have made a chat channel where it's announced across all servers that join (/join seventh.bristlebane). As for specific times, since the patch, the machine has been appearring in the zones at about 15 minutes after the hour, in the order they are listed in the clues. If you can find him in one of those zones, you should be able to work out when he will be in a given zone based on that. (ie, on the 21st of March, he is in GFay between 4:15 am and 5:15 am...If you need to know when he is going to be in, say, Misty Thicket, add 3 hours to that. [Misty Thicket is 3 places after GFay on the list] So he will be there at 7:15 am through 8:15 am).

Aye, to add t' this, the little machine were found in the south east corner, near the jewelers and a bump in the hill .. should that prove t' be true for summat else, as well.

The locations do get one in the ballpark to find the mob. I should warn, however, the location given for the Dragonscale Hills is right in the path of the guardian, if your going to sit there I would not go afk. Unless you dont mind needed a rez.

All locations worked for me..if you don't appreciate someone doing the leg work for you do the quest on your own.
drop the crack pipe and step away. so far NONE of your confirmed areas have worked for me. if you cant make a post and put things like LOCATIONS as in the exact location you got the update then pls dont waste my time

Hard to put an exact /loc for the updates because it's not stationary, he walks around so have to look around the general locations mentioned. Also he is only at 1 location at a time, stays there for 1 hour (real time), then moves to the next location on the list for an hour. Are you going to the right places at the right times?
