killed the pixie tricksters for 30 mins in lessar fay didnt drop any of them, killed one fae drake hatchling and it droped first time.

I got one from the kobold smith (can't remember the name, sorry) in the Warrens along with his hammer...

You can also get this in South Qeynos. It's given to you when you give ? the dress dropped by Cuburt in Catacombs.
