This is a Tier 4 zone entered through the Resplendent Temple or Sarith. It's also the only connection to the Sepulcher of Order.

Several types of creatures can be found in the outskirts of the city, outside its walls. They're mostly passive and won't attack unless provoked. The outer areas of the city are also relatively safe with few hostile creatures. The inner area (namely the government offices and prison cellblocks found in the large, central building) and the entrance to the Sepulcher of Order are very much unsafe, fiercely guarded with watchful eyes...
