spawned at -134,208,-39 (so i'm assuming it can spawn at any of the dutiful guard locations in the basement layer.
FYI- the dutiful guards pop in guard/solemn guard locations too (they cycle through)

spawns in basement near last section of jail area. guards are pher. snare and 3k dot. 7 million hpish
