Took me about an hour to complete this, but Ak'Anon to me, is a jumbled mess of twisting paths and same named people, so figured I'd help others out with this.

Well a clockwork tailor would be fine, but once you look at all of them you finally find the right one by going left at the waterfall when you enter. On the find command (CTRL-F) look for the clockwork tailor that is for tailoring supplies. His loc is 761.23, 150.31, -25.50. Be aware that I had to pay 55 plat for the lrg bottle of ink.. ouch! A dwarf in a gnome city.
By the way, he also carries the A Quill.
