I was unable to locate a Scholar Rasumus. However, Scholar Klaz sells the Book Binding for 1.049p , Uncheck show only items I can use.
Do I Have Too?
Possibly because he is not Scholar Rasmus but Sansus Rasumus.

I just checked on Xegony and Sansus Rasumus does in fact sell Book Binding.

I have ask where can i find these bloody things in Kaladim i cant find any. Also do you have to get a new book binding every time you make the patterns?

Don't forget the Felwithians!!! In Felwithe: enter either door to the sides of the soul binder, go down the stairs and you will find Chenori Berinal (she's in one of the two smaller rooms, behind the door). She also gives out the cultural robe patterns if you tell her, of all things, robe pattern.

Found on a vendor in North Qeynos at neg 9, pos 9..in front of the Ironforge Estate. NPC toon name is Nerissa Clothspinner and she roams zones (quest for her sister in Eastern Karana). she is in vendor mode only when she is in her spawn position in front of the Ironforge Estate. she also sells 5 types of parchment and velium, ink, quill, and 3 grades of high quality steel thread and rilsteel thread, Bring lots of plat you will need it
