Just found the Vellum material in Felwithe sold by Vendor < Chenori Berinal > she is downstairs in the Paladin building ... the same building the Soulbinder stands in front of.
she has all grades of Vellum Regular/good/high/superb as well as the Mithril threads, Ink bottle, A Quil, compacted backpack, book bindings as well.

this is found on rosie whas her name at the golden tourch iin halas she has all the rolls of vellum plus book binding a quill ink etc enjoy
