This is for live servers or TLP's that have opened the TDS expansion. This NPC doesn't exist on TLP's until then.

If your looking for your epic piece from fear hail the harbinger of fear he will spawn the mob your looking for and kill him get your piece and GTFO!!

killed terror on server up 7/22 at 11:50 am. 3 days 1 hour 25 minutes later it wasn't up. took a short afk. 6 minutes later when I returned it was up.Longest spawn timer I have actually witnessed. 73 hours 26 - 30 minutes
edit : killed terror 9/13 at 6:06:51 am. On 9/16 I was in pofear and by 7:50 am it had not repopped. so 73 hours 43 minutes at least. since terror was up at 10:30 when I was able to get back

70 Ranger 256 AA w/ T1 tank merc downed Terror Today 7/28/12 on Tunare. Dropped the Piccolo (very rare) and 2 Dawnfire's<--aren't said to drop off him (rare). Wasn't what I was hoping for but I'll take more items to sell on my trader >_>

Found him up on Vox last night.
I swarm-killed everything in a decent radius to get ready. No mortal coil procs of course, but the trash does drop easy at this level without need to use any discs, pets, or mercs (I had some lifetap procs up and had invested 6/6 in Riposte AAs).
A) He may not spawn at Terror Temple = TRUE.
He appeared at the northernmost of the three temples, which my mapfiend map has labelled 'Fright_Temple'. http://www.mapfiend.net/map/fearplane
B) He does not DeathTouch = TRUE.
There's some conflicting information here as to whether or not he Cazic/DeathTouches. So, just in case, I asked for help. A lvl 85 Necromancer guildie joined me and volunteered to take the DeathTouch if he in fact does DT. Fortunately, he did not.
Necro split Terror from the Amygdalan Knights using FD and he went down in about 8 seconds. Had my cleric merc and pet out with mage pet toys, used HT and LT on him. Necro had a tank merc out and her pet. I'm sure the fight would've taken longer without her, but while I had aggro, Terror wasn't putting up any serious damage. He was hitting for less than 200 and not connecting very often. I walked away from the battle feeling like it was probably possible to molo him.
He dropped:

Darkwood Trunk
Iron Oxide
Rubicite Ore
Shield of Rainbow Hues
Soul Leech, Dark Sword of Blood

Rankston, while I can sympathize with your plight, you really need to get your facts straight. These golems are NOT for the wizzy or mage epics at all, they are for Warrior, Necro, and Shadow Knight epics, and indirectly for the Shaman epic as well.
The broken golem for the wizzy epic is not one of these golems and is not on the same timers or farmed as badly, and I have no idea what made you say the mage epic is connected with these, as the mage epic has no connection to any mobs in this zone at all.

Ive been wanting to kill any of these Golems by now cause i need my Ball of Everliving Golem. Last thing needed for my Epic 1.0 and i hate it. The Spiroc Wingblade is way easier if someone eats the DTs. Damn perma camped Golems, ruining everyones epic for a stupid AoN that no one cares to buy. I hate it.

Terror, in specific, uses Frost Breath (https://everquest.allakhazam.com/db/spell.html?spell=862) and Specter Lifetap (https://everquest.allakhazam.com/db/spell.html?spell=918).
Could not get a single 85 necro dot to land on him but my pet did a fine job on him till dread came up and wiped us.

I warn you don't mess around with this guy unless you wanna play. He Death Touchs for 100k every 15-20 secs, he Harm Touchs, and He Summons. Also don't underestimate his power went in with my war for epic piece, was only tank. When i pulled he DTed him, the rest of the grp tried to drop him, everyone eventually wiped from the DTs and HTs because fleeing was out of the question with summon.
