Started apprehensive and could only get 86-88 spells. Worked on faction and was able to get ,89-90 at indifferant.
This NPC along with all the other NPC's that were near her have moved across the river. They are northwest of Lerg, which is southwest of Oggok zonline. Location in the header is correct.

She cons apprehensive to one of my characters.. I think she shares faction that handles the Rotdog tasks inside HoT. Because the character I Powerleveled never did them.
Need faction to use these greater nebulous shards. Im apprehensive and zam says I need indifferent. Will doing Rupkerr's quests raise Stearns faction, and how many would it take?
8/26/12 bought the shards for 20 pp ea. in bazaar. went to the dream to spell lady and did shard quest one at a time (handed in one shard at a time) and got all my RKII spells. never did any fction quests of any type. never even been in zone before.
FYI at level 88 and amiable faction I was able to get all the Rk2 spells levels 86 - 90 inclusive, I had done no progression tasks, only faction tasks.

NVM, located her near the zone in for the Rathe Mts. She's standing in some trees to the left of the ZL, with other merchants.
