You can find Kaelynn Stearns (click for map image) the safe area of the northern part of Feerrott, the Dream (approximate location 1150, 1330).
You'll need at least apprehensive faction with Dream Delvers in order to get these spells. You say, 'Hail, Kaelynn Stearns' Kaelynn Stearns says 'Greetings, _____. Have you found any [dreams] recently?' You say, 'Found any dreams? Have you gone mad?' Kaelynn Stearns says 'Well, dream fragments. Nebulous fragments, to be exact. I've found that they can be woven into a lesson to learn, like an ability or a [spell].' You say, 'How can I get a spell?' Kaelynn Stearns says 'If you bring me a nebulous dream fragment, I can weave a new experience for you.' A task window pops up. Pick out which type of dream fragment you have. You have been assigned the task 'Lesser Nebulous Dream Fragment'. Kaelynn will give you a level 87 ability in return for a Lesser Nebulous Dream Fragment. Be careful not to choose an ability you have already learned! Deliver 1 Lesser Nebulous Dream Fragment to Kaelynn 0/1 (The Feerrott) On turning a fragment, you get your choice out of all your Level 87 spells or tomes. (You can also get your Dream Fragment back by choosing it as a reward.) Available Rewards: NOTE: Each line listed below represents one reward; some spells are rewarded together. I have amiable faction. Yet when I go to turn them in, I only can get level 86 spells. Can anone elaborate on this?
Are you turning in the MINOR Nebulous Dream Fragment? Cause for these level 87 you need to turn in the LESSER ones.

Dropped off a Grounds named for us, and a 89 one from a trash mob in grounds. Well over 300 kills and only 1 drop and none since though so that was pretty rare.
