You can find Kaelynn Stearns (click for map image) the safe area of the northern part of Feerrott, the Dream (approximate location 1150, 1330).
You'll need at least indifferent faction with Dream Delvers in order to get these spells. You say, 'Hail, Kaelynn Stearns' Kaelynn Stearns says 'Greetings, _____. Have you found any [dreams] recently?' You say, 'Found any dreams? Have you gone mad?' Kaelynn Stearns says 'Well, dream fragments. Nebulous fragments, to be exact. I've found that they can be woven into a lesson to learn, like an ability or a [spell].' You say, 'How can I get a spell?' Kaelynn Stearns says 'If you bring me a nebulous dream fragment, I can weave a new experience for you.' A task window pops up. Pick out which type of dream fragment you have. You have been assigned the task 'Greater Nebulous Dream Fragment'. Kaelynn will give you a level 89 ability in return for a Greater Nebulous Dream Fragment. Be careful not to choose an ability you have already learned! Deliver 1 Greater Nebulous Dream Fragment to Kaelynn 0/1 (The Feerrott) On turning a fragment, you get your choice out of all your Level 89 spells or tomes. (You can also get your Dream Fragment back by choosing it as a reward.) Available Rewards: NOTE: Each line listed below represents one reward; some spells are rewarded together. At level 89 and apprehensive, my necro can't get the task for 89 (or 90) spells
Was apprehensive, now newly indifferent. I am offered exchanges for only Minor N D F.
This is taking such a long time. Think I will check if one of my alts has better faction... But then, will alt be allowed to purchase for a different class. Doubt it.

More information. At present, there is no known recipe to make this spell. If there were, that version would be tradable.
A friend, a 107 Wizard, assisted me in my adventure. This player cons indifferent to NPC. In going through the transaction, NPC offers 107 Wizard all or at least the first four levels of spells. Traded the 89 token to NPC and received requested 89 spell. However, friend could not give spell to me as it is NO TRADE.
Some conclusions:
Two versions of the spell, the potentially craftable one, tradable and the NPC version - no trade.
Apparently somewhere in the faction category of indifferent, NPC changers her mind as to what she will offer.

It's been a while since I've done HoT progression but I think the item/spell vendors go off what progression you have completed as to what they'll sell you.

Rank II spells received from trade in are now:
Tradeable - can give them away, parcel them, sell them, get them for alts of the same class, etc.
Stackable - are no longer lore, so you can do multiple turn ins for the same spell
Lowered Faction requirement -- for Greater (89) and Glowing (90) spells - was able to get with only INDIFFERENT faction now. These spells were tradeable as well.
Tradeable - can give them away, parcel them, sell them, get them for alts of the same class, etc.
Stackable - are no longer lore, so you can do multiple turn ins for the same spell

The spells are Lore now, and so you cannot gain a spell from one of the rewards a second time.
I am level 86 and indifferent. Have to have indifferent from what I'm told, but at level 86 I got 89 and 90 spells. Have to be higher than level 85 to get above level 88 in spells, this is confirmed because I couldn't get at 85 but could at 86.

The ability to do this quest for lvl 89 and 90 spells opened up for my lvl 88 toon at indifferent faction

Getting the 89 and 90 rank II spells definately requires faction. I just hit 89 and could not get the required quest, with apprehensive faction. Will update when faction improves.
