You can find Kaelynn Stearns (click for map image) the safe area of the northern part of Feerrott, the Dream (approximate location 1150, 1330).
You'll need at least indifferent faction with Dream Delvers in order to get these spells. You say, 'Hail, Kaelynn Stearns' Kaelynn Stearns says 'Greetings, _____. Have you found any [dreams] recently?' You say, 'Found any dreams? Have you gone mad?' Kaelynn Stearns says 'Well, dream fragments. Nebulous fragments, to be exact. I've found that they can be woven into a lesson to learn, like an ability or a [spell].' You say, 'How can I get a spell?' Kaelynn Stearns says 'If you bring me a nebulous dream fragment, I can weave a new experience for you.' A task window pops up. Pick out which type of dream fragment you have. You have been assigned the task 'Glowing Nebulous Dream Fragment'. Kaelynn will give you a level 90 ability in return for a Glowing Nebulous Dream Fragment. Be careful not to choose an ability you have already learned! Deliver 1 Glowing Nebulous Dream Fragment to Kaelynn 0/1 (The Feerrott) On turning a fragment, you get your choice out of all your Level 90 spells or tomes. (You can also get your Dream Fragment back by choosing it as a reward.) Available Rewards: NOTE: Each line listed below represents one reward; some spells are rewarded together. I have only 3 options for turn !!!!! This bugged ? Can’t turn in level 89 or 90 .....😤....
I guess... after digging deeper i.e. looking @ older posts ( I didn’t go far enough down) 😕.....first time in zone I can get 86-88 but after that it’s faction based for 89-90 ........ I need to up my faction killing rot dogs and snakes ðŸ . in House of Thule... couldn’t figure out why House of Thule is Soooo packed after theses years ... think half the server is in that zone still.... felt like it was 1999 and Freeport bank area ! 😉

The 89 and 90 RK2 spells from Kaelynn Stearns have been mad non lore and are now tradeable.(confirmed- got the 89 and 90 RK2 spells with my necro main for a necro on Sep-24th 2014).
So any character with indifferent or better faction with "dream delvers" can now get the RK2 spells via the hand in quest for another character, friend or alt of the same class and simply give the scrolls to them.

What am I killing to up the faction to turn in the Glowing / Greater?
Doing any of the quests in House of Thule, even repeats such as the rotdogs and snakes quest, will faction.
