Apprehensive faction standing is needed for spells level 86, 87 and 88.
Indifferent faction standing is needed for spells level 89 and 90.
This was tested with a human paladin (Erollisi Marr) and a halfling druid (Karana). It is highly unlikely this is different for other classes.
The paladin took more quests than the druid to gain indifferent standing, thus different classes/races/deities start out with slightly different standing score.
A good way to gain faction is to do the Progression achievements and the the Mercenary/Partisan achievements (Achievements -> House of Thule -> Progression and Quests sections).

You can find Kaelynn Stearns (click for map image) the safe area of the northern part of Feerrott, the Dream (approximate location 1150, 1330).
You'll need at least apprehensive faction with Dream Delvers in order to get these spells. You say, 'Hail, Kaelynn Stearns' Kaelynn Stearns says 'Greetings, _____. Have you found any [dreams] recently?' You say, 'Found any dreams? Have you gone mad?' Kaelynn Stearns says 'Well, dream fragments. Nebulous fragments, to be exact. I've found that they can be woven into a lesson to learn, like an ability or a [spell].' You say, 'How can I get a spell?' Kaelynn Stearns says 'If you bring me a nebulous dream fragment, I can weave a new experience for you.' A task window pops up. Pick out which type of dream fragment you have. You have been assigned the task 'Median Nebulous Dream Fragment'. Kaelynn will give you a level 88 ability in return for a Median Nebulous Dream Fragment. Be careful not to choose an ability you have already learned! Deliver 1 Median Nebulous Dream Fragment to Kaelynn 0/1 (The Feerrott) On turning a fragment, you get your choice out of all your Level 88 spells or tomes. I have a level 88 character who hasn't done any work in House of Thule, and he was able to get all his rank II 86,87,88 spells at the default apprehensively faction.
