Okay, here's a bit of updated information about the burning affliction spells.
It seems to me only the level 61 bracelet has to be quested, the others can be purchased from Jolum in the bazaar.
Here's the good news, Jolum has radically dropped the price of these spells! The summon Iron Bracelet was the most expensive at 33pp (with good faction and charisma).

I can now definitely confirm that Jolum, the gnome in the bazaar that sells jewelry on the balcony also sells 3 different versions of the bracelets. The wooden bracelet, stone bracelet and iron bracelet, respectively and according to level.

I checked Jolum (in the Bazaar) today, and he now sells this spell. It cost me 340pp with 130 charisma.
Find Nayr Cogswin in PoK. He wanders a bit but seems to stop for a rest in 2 places. At the bottom of the ramp nearest the Nexus stone, and by the Ak Anon stone. Hail him and follow the prompts.
The components are:
Oxidized Steel Plate (POI)
Cohesion Gem (if you know where to get this, please post)
Galliente's Sapphire Bracelet (summoned by a 61+ magician)
I'm level 55 and don't know what response a different level player would get from Nayr.

still no info found on cohesion gem, but summon wooden bracelet, stone and iron are now on Jolum in bazaar with rest of the focus items, price with max shadowhaven faction is 355 plat plus change, with indifferent faction is 381 plat plus change ..... guess they think mages have bottomless pockets full of cash , lol

ok ive check whit the npc in pok and i confirm that he give ya only the rallican quest and the quest is not base on the lvl so if a lvl 20 mage hail him he will give ya instruction for the lvl 61 mage spell that its ,,

Based on what I have heard, the quest mob gives you a quest equal to your level, so that the level 20 quest is easier than the 54 one.
Rumor also has the level 20 version may be avail on Jolum at some point, but so far is not.
Also, the drops from PoI are NOT no drop, but I am sure they will be expensive.

sometimes i cant understand why they make it so dificult to find these things
So you have to camp PoI mobs for a level 20 spell....How many mages can do that at lv 20?

To help out all those that have been looking endlessly for this line of spells... They are not released to the live servers yet. They can be purchased from Jolum in tha bazaar on the test server.
And to the person that thinks this line is the same as those already sold, sorry, but you are mistaken. These increase the amount of damage DoT spells do, not DD spells like the focus items. I am not certain if the DoT spell lasts longer, or does more damage per tick and lasts the same amount of time. I only know my necro partner can't wait for my mage to get my spell.

Hiya Y'all these new spells are quest from a Gnome in PoK. he ask ya to find a oxidized steel plate, and gem of Cohesion from mobs in PoI. and a summoned Bracelet to make you a copy of the spell.

As of 8/5 None of the Burning Affliction Bracers were live, and the spells were not introduced into the game. I am not sure if the 8/6 patch has implemented them, or they are going to be a Lost Dungeons of Norath addition.

To save you some time, I've checked the gnome in the bazaar, the Library in PoK, the Library in Shadowhaven and had someone check the EC tunnel. Not in any of these places. Gonna check in a regular Mage guild and then hot foot it to FV to see if it's there. Checked the Ak Anon mage guild and FV, no luck there either.

This spell is really called "Summon Ruby Bracelet" and is sold off of the gnome in the bazaar.
No, this is not "Gallenite's Ruby Bracelet". It is a new spell with Burning Affliction component.
