Has anyone seen her lately I've been hunting for her for weeks now since I finally acquired all 4 parts (which was purely incidental). I spotted Jeremy Leafrunner in Jaggedpine, and thought that maybe she decided to move somewhere else.

Yup, I saw her and killed her today. ;p So apparently she's still around. ;p

I killed gnolls all day for fangs, killed over 100 and only got 18 fangs. During this time I saw the Gnoll Courier, he was red to me, lvl 25 Druid. I'm going back when I get a few lvl's under my belt and hope he pops. While I was there I never saw a gnoll tactician once and believe me, I killed every gnoll in the place except the courier. When I saw him he spawned at the entrance and started walking towards the tunnel to the lower lvl's and then disappeared so his spawn time must not be long.

The gnoll battle plans are on an NPC found in Blackburrow, but I forget the name. He is called Scout <name> He is a human who looks to be attired in platemail. I killed him and he dropped 7p, some change and the gnoll battle plans. I think what you could do to avoid the priests of life, knights of thunder faction hit, is hail scout and he will give you the plans. I have no idea what the quest actually does, so if anyone has any details, I would welcome the input.

I believe you have to hand her research pages 1, 2 and 3, however i can never find her, perhaps you have to wait for her to appear occasionally , maybe she only stays for a while

These pages (1, 2, and 3) can be used in the Arcane Order Task quest, (yields a ench, mag, wiz dagger), and is given be an npc in south qeynos in the vicinity of the Order of Three, when I get another three, I will try them with Rilca (when she comes back), but I don't anticipate any result

The item dropped by the gnoll tactician is not part of the quest. I attempted to give her the plans off the tactician, but she said that she had no need for the item and gave it back to me. I, too, have never seen the gnoll courier and I would like to solve this quest some day...

She gives out a quest to collect "invasion plans", "marching orders", "encryption key", and "area maps"
She recommends finding and killing a "gnoll courier" , who can most likely be found in "blackburrow"
The "Blackburrow Battle Plans" drop off of a "gnoll tactician" in blackburrow, these could be the invasion plans she speaks of.
I have yet to see a gnoll courier, they may be adding them on the patch on June 12th, or at least I hope so, so I can clear the quest item from my bank and find out what the rewards is :-)
