he just dropped Silver Swiftlade
His name is Watch Captain Hir`roul
He spawns at (-200,-20,-135) in a small room near the bridge area where The Bridge Keeper spawns. If you use levitate to enter the tunnel up on the wall near the Chardok exit, follow that tunnel down and stay right and he's behind the first door. Placeholder is a Di`zok Captain, and there are two random guard mobs with him in the room.
I got the Earring of Twisted Leaves off him today.

The Sgt, The Captain, Most named, and many mobs in Chardok, as well as other zones all have level RANGES. Any given mob can be of VERY different Con colors even if popped back to back. I think The Captain can range from about 53 to 56ish. He hits pretty HARD (150-175) so slowing is HIGHLY recommended. As for summoning, yes I have noticed that almost none of the mobs (outside of castle) seem to summon although they are of a level that theoretically could. Good hunting all.

much lower just killed him he didnt summon and was blue to 55 hit for 177 max
