To get to this guy you drop in to lower dogs. Up the ramp and take first right. Room takes a left than up a ramp to the right. Up another ramp to the left. And up another ramp straight ahead.
Sounds tough but really the only fork that doesn't dead end immediately is the first one. Take a right immediately after the first ramp and just keep going up til you hit him.
Not sure if he always spawns here but that's where I found him.

Well, since this post seems to be not about the monster but rather about what item he is holding... the most accurate description would be "a poleaxe".... (notice the axe blade at the end of the long pole) :)
I know those of you who only play EQ have probably never heard of a poleaxe before cause I don't believe those are found anywhere in game... but that's what it is :)
