When I hailed, I was only given the option for Nedaria's Landing after which I hailed Magus Wenla and was able to find my way to North Ro.

When I hail, I'm only offered [Nedaria's Landing] as an option. Am I doing something wrong?
You need to get your Adventure Stone. Once you have that then all the Magus will offer you all the LDON zones.
Its very easy, once you are level 15 or higher go to your home town and look up the NPC or go to Cresent Reach and use Vladnelg Galvern who is sitting on a chair on the second floor. Then go to one of the camps and answer 4 questions.
