(obviously... since it's an AC tap just like SV is)

Only reason I mention this is because with the "Shroud of" name, I expected it to be an upgrade to our level 39 Shroud of spell, not an upgrade to Shadow Vortex.

Indeed it doesn't stack with Shadow Vortex. But note that it's not just that they're both AC taps. Succussion of Shadows (necro 37) does stack with Shadow Vortex. The effect for Succussion says " 1: Decrease AC by 18 ", whereas this and Vortex both say "7: Decrease AC by ...". What blocks stacking is having the same effect in the same slot, not just having the same effect.
