This is a seasonal quest. You can get this quest from M.C. Tinkerton in PoK next to the Great Divide stone. He is on the Find tool as well.

Tinkerton says, 'I'm trying to get my clockwork party machine up and running but the dang thing just wont move! Its primary party motivator was stolen by the [Dark Mistletoe giants]!' You say, 'Dark Mistletoe giants' M.C. Tinkerton says, 'The Dark Mistletoe giants are a grumpy old clan that lives in the Great Divide. Their leader, Old Frostbeard, complained my party machine was keeping him up at night! Bah! The old geezer goes to bed at five thirty in the afternoon! We'd be well within our rights to [steal it back]!' You say, 'steal it back' M.C. Tinkerton says, 'Wait a minute, _____! Steal it back? That's a great idea! Why didn't I think of that? Here's what you need to do! Once you return with that motivator, we're going to party like it's 3199!' You have been assigned the task 'Frostbeard's Elite Minions'. 1. Kill 10 Dark Mistletoe Clan Elders 0/10 The Great Divide Task Window: The Dark Mistletoe Clan lives in the Great Divide. Careful, these giants are well versed in the use of poisons and other forms of nastiness. They once threw a pinecone at some kid and then laughed about it later! Does their wickedness know no bounds? The Dark Mistletoe elders are located west side of wurm cave mountain. Elder Gnarled Pine might be among them. 2. Kill Elder Gnarled Pine 0/1 The Great Divide Task Window: Venture to the Great Divide and take out 10 Dark Mistletoe Clan Elders. Then give Elder Gnarled Pine a sound thrashing! The gods know he deserves it! When you've cleared those goblins out of the way, you'll be ready to get my motivator back from Old Man Frostbeard Located west side of wurm cave mountain with the other mistletoe elders, if he's not then you have to wait for respawn. 3. Return to M. C. Tinkerton with news of your success 0/1 The Plane of Knowledge Hail M. C. Tinkerton to get your reward. You say, 'Hail, M.C. Tinkerton' M.C.
