Breath of Draton'ra #4: Strengthening the Blood

This task unlocks after completing the previous task in the series and gaining level 20.
All dragons give the same quests. Every five levels you may obtain the task to receive the next level of innate breath, up to level 75. You say, 'Hail, Draton`ra, Master of the Void' Dialogue needed. Collect 1 Head of Plaguebringer 0/1 - Blightfire Moors Plaguebringer Wanders near the signpost just outside Crescent Reach. Deliver 1 Head of Plaguebringer to Draton`ra, Master of the Void 0/1 - Crescent Reach You receive the ability to cast Breath of Draton'ra (level 4). Need all dialogues, /loc of quest mobs, faction hits if any, hand-in emotes, any other missing information. | ||||||||||||||||||||||||||||||||||||||||||||

When I return to my dragon master he asks for a tome. No description or anything. I am trying to get level 30 quest. My journal is empty but he will not give me a quest. Just keeps asking for a tome.

I'm going back and going through the breath quests. The Plaguebringer's spawn location is -682, 2766. I killed a few rats and snakes around this location before he popped up on track, I highsun'd him back to his spawn point to make sure. I did this at nighttime.

I had the rat's head on me when I spoke to Draton'ra regarding this quest. As soon as the task was assigned, It showed I had completed the collection. Handed the head in and I was done...
I have tried 3 times now to do the turn-in, and he will not take Plaguebringers head, but a friend can't get his dragon (green) to take the next one, Dragoneater eye either. I had the head first, and tried to get quest after, that wouldn't work. So, destroyed head, got quest 1st, and killed Plaguebringer, etc. and still same result. Any hints?????

This mob does wander around alot once he spawns. He can be on either side of the road where bog rats and snakes are.
Conned yellow to me, 20 cleric, was circling wide around the signpost. He seemed to be parked at minus 140, pos 2820. Because guildmate said he spawned across the road from her he may have more than one spawn point.

Use your intellect and skills to kill the rat without contracting the plague it carries.'
