Rough Scryer's Necklace is an award for finishing the collection of quests Two Gnolls With One Stone, of which this quest is a part. It's not an award for doing just this quest. holypipsqueek probably did this quest last and presumed the award was for just this quest.

Find Smithy Bronson in the forge area of Crescent Reach (location -1422, -1624, -87).
You say, 'Hail, Smithy Bronson' Smithy Bronson pauses mid swing. . .smithing hammer in the air. "And what can I do for you? Be quick! I am far behind in fulfilling my orders. Or perhaps you've been sent here to [help] me out? You say, 'I will help' Smithy Bronson says 'Are you daft or do you like repeating what has already been said? Don't answer that. Anyhow as you can see, the rate at which this city is growing is drowning me in orders. Here is a quick list of things I could use a hand with.' Among the tasks you can select is "Ore for Smelting". Smithy Bronson in Crescent Reach is always in dire need of ore to keep the militia well stocked with armor and weapons. I did this quest with my cleric (at level 28) and got a Rough Scryer's Necklace in addition to the other reward. I'm not sure if this is a random bonus reward or if I met some other criteria. I've usually done this quest at lower levels with other alts and only gotten the potions. It was a nice surprise. Just figured I'd mention that.

The reward is the same for my 66 Bst. It also IS potion belt enabled.
