This quest may be given by various NPCs, depending on who controls the zone, including Skald Jergald, "a dark initiate", "a headhunter", "a scout", or "a farspirit". These NPCs con indifferent and are always at the same spot, close to and facing the inner stronghold door. When you zone in, break the door in front of you and the NPC will be right there.
You say, 'Hail, Skald Jergald' Skald Jergald says 'I shall only hold my rage back if you [can prove] your worth.' You say, 'I can prove my worth.' If you do not stand close enough when saying this... Skald Jergald says 'You need to prove your dedication to our cause before I can discuss such matters with you.' If you do stand close enough you are presented with a task selection dialog. For "Engines of Destruction:" Destroy at least four catapaults (0/4) - The Devastation Destroy at least four ballista (0/4) - The Devastation If you really want to prove yourself an ally then go out into The Devastation and destroy some of the enemy siege weapons. Speak with your contact (0/1) - Sverag, Stronghold of Rage Upon completion: Hrmph. You have done much to prove your worth, but I still don't trust you. Gives approximately three blue bubbles of experience for a level 70.
I did this mission twice yesterday. First time I picked it up from a kobold, and returned to a spider. I was able to complete the mission and get the experience reward, but I didn't receive a spell. I picked it up again from the spider and finished it, returning it back to the spider. I got the experience, but still received no spell reward.
Considering the lack of real risk for this mission, I'd think it's safe to say this is an experience only mission.

Completion without having done any of the others gave (from giant):
No visible faction hits or anything.
Goes in quest history so you can't do the same one again, at least from the same mobs.
EDIT: Confirmed you can request the same task from different mobs, even if you still have other versions of the task up.

Looks like this is just part of a bigger quest as it only implies faction in the final response from the NPC.

I started at Indif and still am Indif.
To be clear:
Kill 4 catapults
Kill 4 ballista
(if grouped, everyone gets credit if they're in the zone)
Hail npc
