I believe he is a werewolf model, so I don't think he will give out the "Bring Me Their paws!" task.
He is in Sverag on the other side of the door if the Werewolves control the hold. he was SI but con'd indifferent. He also gives the quest engines of destruction. When you finish it you receive a message in yellow text saying
" Hmm. you have done much to prove your worth, but i still don't trust you "
