I found the dark initiates most often dropped these quest pieces, might just be coincidence, but it was pretty consistent.

Preparing Your New Skins

This task is the second of three tasks for Razorthorn access, and is automatically assigned at the end of the "Saga Skins" task.
Grand Librarian Maelin has concocted a plan that may allow you to get into Sullon Zek's tower. It seems like a crazy idea, but since he's not risking himself, Maelin seems enthusiatic about it. Loot 1 Bone Tattoo Comb Loot 5 Warrior's Blood Loot 5 Battleground Soot Deliver 1 Bone Tattoo Comb to Grand Librarian Maelin Deliver 5 Warrior's Blood to Grand Librarian Maelin Deliver 5 Battleground Soot to Grand Librarian Maelin The task description then adds the following... Now give Maelin the skins. He will fashion each into a piece of armor for you to wear. Deliver 1 Scarred Bolvirk Skin to Grand Librarian Maelin Grand Librarian Maelin says 'Ah, this one is a large piece, we'd best turn this into a tunic.' You receive Enraged Flesh Tunic Deliver 1 Torn and Tattooed Orc Flesh to Grand Librarian Maelin Grand Librarian Maelin says 'This should be large enough to make some reasonable leggings.' You receive Enraged Flesh Leggings Deliver 1 Tattooed Shiliskin Skin to Grand Librarian Maelin Grand Librarian Maelin says 'This might be a bit disgusting, but I'll make this into a cap for you.' You receive Enraged Flesh Helm Deliver 1 Scarred and Tattooed Skin to Grand Librarian Maelin Grand Librarian Maelin says 'I think I can make some sleeves from this. Not pretty, but that's of little concern.' You receive Enraged Flesh Sleeves Deliver 1 Decorated Wurine Hide to Grand Librarian Maelin Grand Librarian Maelin says 'Well, this might actually make some comfortable gloves!' You receive Enraged Flesh Gloves With that armor you might be able to appear as though you are one of those that belong in the Plane of Rage. If Sullon is willing and you prove yourself worthy, she might allow you into her tower. Gather some friends and return to Maelin and he will set you on the proper course. Heh, after zoning in to Sverag and killing trash for the next task, it seems there is a much, much higher drop rate from Sverag mobs.
I just picked up a comb when we were doing the task "samples of corruption". The comb is droppable. Does that mean it is something you can sell for someone to use or do they actually have to loot it?
Task requires you to loot it for your task to update.

You must hand "Saga Skin Translations - vol. 1" and "Saga Skin Translations - vol. 2" to Grand Librarian Maelin to get this task.
That part is not a part of task:"Saga Skins". It is just another quest to get this task "Preparing Your New Skins" and skill/spell.
After cleared this mission, Its possible to get another "Preparing Your New Skins" by handing books to get other Enraged Flesh Armors for another "Become the Vessel"
But I couldn't get another spell by turning in. The gnome gave me only task 2nd time.
So, those 2 books are quest items for "Preparing Your New Skins" and rewards of "Saga Skins".

My friends and I weren't sure how this was going to work with the next part of this miniquest (Becoming The Vessel) so we all did this part to make the 5 pieces of armour. When we did the Becoming The Vessel part, we had 1 person speak to Maelin to get the Vessel mission. When we did the Vessel mission, we had a different person (not the one who got the mission) wear the armour & do the 5 minutes of sitting (the same person did sitting before & after the "kill 60 mobs") part. Afterwards, the person who got the mission finished up the mission by turning in his 5 pieces of armour as has been posted so far. After we zoned & went back, each person said the trigger phrase to Maellin & received the charm reward (see the Becoming the Vessel write-up for the details).
What's still not clear to me is this: did all 6 of us receive the charm reward for finishing the Vessel Mission BECAUSE we had all already prepared our new skins? OR does only 1 person need to finish this preparing the skins quest in order to get the mission & get the charm for the whole group?

only 1 person needs to do saga skins / preping new skins in order to flag a whole group w/ the enraged flesh charm ( i also believe that if they didn't have their 70 spell / disc before hand--- they will recieve upon successful completion of becoming the vessel )

Is it just me, or are the comb just a bit insanely rare? I think I've seen all of -1- since PoR came out and I spend up to 1-3 days in Devastation a week.

not really.. i see them drop all the time.. had no fewer than 5 in a single instance...
