I did this quest recently. During the first part where I had to farm the scraps, I looted a lot of gears (necessary later in the task), but of course it wasn't credited towards completion since the task steps were not uncovered yet.
Once I turned in all the scraps and uncovered the gear/pinion gear part, I charmed a mob with my bard, handed the mob all the necessary gears, broke charm, killed mob, looted gears and received credit for looting the gears.
Unfortunately this didn't work when I was doing the entire quest again, charmed a mob and gave it extra scraps from the first series of farming.

I've got to say, that's rather clever! In some cases in some quests—I don't know about this one—you can sell quest items to vendors and then buy them back and still get credit. That's pretty rare, though, and this is a cheaper and probably more effective solution.
i got task and when i buy the spell research kit from the merchant guy i get no task update. i redid it a bunch of times and still no luck, is this broken? hailing the merchant does nothing, and rehailing belfast doesnt update either.

You get the update by finding him, I finally got it to update when i stood right on top of him.

I first did the quest with my ranger, he had to loot all the scraps, I then did the quest with my enchanter, i first bought a scrap from a merchant and since i had it in my inventory i was given the researcher version of the quest, i had to create 3 Tattered Mechanoinstruction in my spell reseach kit. I bought all 10 scraps from the merchant and cast identify on each, once i made all 3 Tattered Mechanoinstruction i gave them to Belfast and had to loot 5 Clockwork Pinion Gears and 2 Clockwork Gears

I was a little confused at first till i realized i needed to cast identify on scraps but once that was done is was a snap... scraps weren't on any vendors when i went to farm these up but i did get em all farming in a day...

This is incorrect. You cannot buy scrap from vendor. Task has to flag you looting the particular item before you can hand it in.

Actually this is not an error because to get to this step you have to of already completed the previous task.
