Toresian Fhabel would not give me the potion at indifferent Craftkeepers faction and others have said you need high amiable to start the quest. Luckily there is an easy and cheap way to raise Craftkeepers faction: head to East Freeport and find Palatos Kynarn in the tavern. If you hand him 4 (or multiples of 4) Capt. Orlin's Spiced Ale he will give you a nice faction bump:

Your faction standing with High Council of Erudin has been adjusted by 1.
Your faction standing with High Guard of Erudin has been adjusted by 1.
Your faction standing with Heretics has been adjusted by -1.
The Capt. Orlin's Spiced Ale can be purchased from the bartender right next to him. 4 bottles of Ale gets you +2 Craftkeepers faction. You can hand in 4 stacks of 20 (80 bottles total) at one time so it goes pretty quick, each trade will net +40 Craftkeepers from four stacks of Ale. I purchased 80 stacks of 20 and it brought me up to kindly with Craftkeepers in just a few minutes.
As for the actual Inert Potion quest, now that you have the faction you can begin. The evil version of Slansin (+ pet) was already up so I snared him and pulled him down next to Toresian, rooted him then camped out and back in. You can create a macro to /target Toresian, /say i wish to assist, receive potion on cursor, hit U to give Slansin potion #1, /target Toresian again, /say i wish to assist, hit U to give Slansin potion #2, then finally Hail Slansian to keep him from walking away. There may be a better way of doing it, but this worked for me. The macro looks like this (fires from right to left):
/pause 5, /targ Tores
/pause 10, /say i wish to assist
/pause 5, /targ Tores
/pause 10, /say i wish to assist
/say Hail, Slansin
You can bind this macro to your Y key which is right next to the U key. The U key is by default set to "use centerscreen" which interacts with whatever is in front of you, so stand very close to Slansin in first person view.
Basically, I hit Y to begin the macro then hit U when I see a potion on my cursor, this immediately puts in into the trade window with Slansin and it targets him, we don't want that so we need to re-target Toresian to say the phrase a second time, then hit U again when we have a second potion to put into the trade window. Fire off the macro a second time for potions 3 and 4. This puts 4 potions in the trade with Slansin, so hit Give and start the process over again.
Y, U, U, Y, U, U, click Give, end.
Since you are targeting Slansin at the end of the macro, the /say Hail, Slansin line will keep him from walking off.
