This is the quest for the Hero Bracers. You must do the first part at least once. It is possible that once you have done the first part, you can just get the shackles each time you do the quest. You also need to do the Steel Warrior initiation quest before doing this. You probably need a high faction with the steel warriors to complete the quest. Here are the details:

Go to the basement of the arena in South Qeynos and talk to Grahan Rothgar.

Grahan Rothkar says, 'Hail ____! What business do you have in the pens of the Qeynos Arena? Have you a report of the [escaped catman]?'

You say, 'What escaped catman?'

Grahan Rothcar says, 'We had a catman imprisoned here for use in future gladiator battles. He escaped. In the process, he bit off my assistant's hand which held the key to pen number seven. I now seek to hire a warrior to [retrieve key seven].'

You say, 'I will retrieve key seven.'

Grahan Rothkar says, 'Hmmm. You seem a bit young, but I shall give you a chance. Seek out the catman named Nomala. He most likely returned to [Kerra Isle]. He is not very powerful, but his people are surely watching over him. Retrieve the key for me and be rewarded.'

Nomala will spawn by the fire. Once killed, he will not spawn again for another hour or two, so figure on taking a while to do this. Be warned that you lose faction with Prexus for killing these catmen. Anyway, he will stand there for a bit, then walk off toward the shore down by the dock. Milla is standing around close by, but if you wait about one minute, she will walk off and leave Nomala all alone. Kill him - but don't let him run, kill him quick. Best bet is to hit him once then run a few feet down shore away from their village. He does not always have the key.

You say, 'Where is Kerra Isle?'

Grahan Rothkar says, ' Kerra Isle is a dangerous place. The Kerra are not a friendly race. There is an island between Erudin and Qeynos which is inhabited by a more docile tribe of Kerra. I hear they took some of their Kerra beetles along with them to the island, too.'

You need to have at least around +207 faction with Steel Warriors before you do this turn in.

Return his shackles to me and glory is yours!'
