Yaka Razorhoof dropps the Velium Etched Stone Mace, as well as the Guantlets of Power.
He seems to be 36ish, and is pretty easy for his level. I've never seen him cast, though he has a bunch of hitpoints (compared with the other tizmaks, of course).

Four chunks go to Bloodmaw in the Great Divide, and he'll give you a quarter of the lost Iceclad map. Give the completed map to Captain Nalot in Iceclad Ocean, and you'll get:

Great quest, great reward. The haste is spell haste, and stacks will all item hastes. I'm not sure about percentage of attack increase or stacking issues with Enchanter/Shaman haste spells, seeing as I have one quarter of the map left to get.
