If this mob spawns in a raid, which one? (If I click on some of the loot it says raid drop.) If it is in a raid, which one and who gives it? If not, how can I find the camp? Thanks!

This particular Fabled npc is part of the anniversary period which is running right now. There is no particular raid that you get in order to spawn this npc, it's based on some other means in order to spawn her. You can get the agent of change instance but I don't think the fabled spawn in agent of change instances, I could be wrong.

Fabled are up Monday, April 12 2021. So I don't think she is up yet. I would say no ph since comments mention more of a timed spawn of 6 days or so.

Killed the fabled today, lot earlier, and both the fabled earring and the normal bone earring dropped, looted fabled on bard ;)P and unforunately my warrior missed the normal one by about 3 mins, but since it wasnt fabled, not too concerned as he can get that another time when i have 365 hours to navigate the zone to the mobs corpse. :p
Killed her twice this Fabled-season. I was there when she spawned and then there when she spawned the very next cycle.
There was 6day 21h (to the exact minute) between her spawns.

Perhaps its coincidental - there is a 1/60th chance of hitting the exact minute twice in a row.
I will check for a repeat next week. If I am correct, she will spawn at 3:15 AM next Wed (168 hours).
I'll post my results here.
Oh, first kill she dropped trash which didn't even tribute.
On the second kill she dropped the earring and the fabled earring (Yay!)

anyone have time on respops in this zone i hit it left came back 3 hours latter with guild and only one fabel mob up:( was full
The only spell I saw her use was Fabled Fling, which is a little odd. I was expecting an AE damage spell too. I couldn't find a Lucy link for it, but it's pretty clear what it does. You go up, you come down. =)
