From what I am seeing there may be a fletching lvl requirement just for the book to be available to show up for purchase. My ranger has fletching of 257 and only have the first three books available to him. there for after your fletching is 268 (trivial for sacred) the next book my show up

tradeskill historian in PoK offers me Blessed, Revered, and Sacred symbol scrolls, but not Eminent even after completing the "Eminent Impressions" quest. I have figured out the recipe, but combine attempt results in the message "This seems correct but something is wrong. Perhaps you need to know something more in order to combine this."

233 Fletching unmodified, level 77 ranger.
