Hate to bust your bubble but I am in a medium sized ( max 35 players on at any time ) guild. At the moment 24 of us have VP keys and we just took out Phara Dar. You don;t have to be in a Huge Uber guild to take Tov or ST or VP you just have to have players that know how to play and you have to learn tactics.
I'm not certain, but I think it must be a clicky effect and not a proc. The reason I say that is that this is a targetable type spell. I don't think that would change just because it is on a weapon, and it would be kinda dumb to buff the mob.
Stave of shielding procs a buff, that affects the wielder. I suspect this works the same. It may have been a very nice weeapon once, but very weak in today's EQ. Its 2hb with no mana, and only 1 save.
The Wisdom is the same a level 63+ cleric would get from their SUMMONED hammer, and a tae ew shield. I could see a lot of these rotting.

I have read similar things over and over. I disagree strongly with that statement. It is not true. It would be true if you joined a big/active/uber(ish) guild. But if you didn't you wouldn't have better.
So many people assume that lvl 55+ all have their epics, and do nothing but raid ToV or Sleepers. I can name 10 who don't for every 1 that does. This item is neither worthless, nor is it certain that you would have better by such and such lvl. Too many people are reading Triton's and other's web pages, and are assuming this is how the game is. I know I do the same thing sometimes.

You are not going to have the VP keys and ability to do veeshan's peak unless you are in a big uber guild that can get you cleric's epics.
I mean my guild can do cleric's epics ALL DAY LONG (we have like 5 or more) but we can't do VP.
This is no drop so you'd be doing VP or not have it ;)

You're very right. I have a 51 druid, 51 necromancer, and 48 monk. I have no runed bolster belt, no cloak of flames, no tranquil staff, no inventory full of tinkerer's bags on my monk... though I'm soon going to have a FULL SUIT OF REINFORCED BLACK PANTHERSKIN!

If you're not in a big guild you most probably aint in ToV or Sleepers either tho, so point is moot.
Your point with alot of items is true, but with VP items in not the case.
First off you can;t "walk" into VP, you need a key. How many pickup trakanon raids occur on your server? None on mine. Getting into VP is ALOT of work. Mind numbing camping for the medallions and killing trak over and over until you and your friends/guild get enough teeth for keys. Average of 3-4 teeth per trak, you need to kill trak at least 5 times just get enough people into VP to kill Silverwing. 5 more to get enough people to kill Hoshkar. Bottom line you wil be fairly uber before you are killing Hoshkar.
With all the awesome loot in velious, this item is not as good as it once was. Most clerics raiding VP now will have better, ie epics and nice secondary items. This staff has an effect that has limited use, and prolly a HUGE cast time. It is useful, but more so as a novelty to buff all the people asking for AC buffs in pickups groups who aren;t getting hit and I deem not worth my mana.

yea it sucks, but who would use things thing all the time anyways? why not just leave it in your bag until you need it to buff. so when you buff, whip this out and start the buffing process then whip out your buckler of insight and epic.

so that means it can only proc on yourself... unless you're talking buffing the mob (doubt it) which makes the staff utterly worthless

most vp drops that dont rot are swords or staffs with effect theres a sow sword a mini avatar sword and others this is not a random effect most likley the type of trigger was left out and ally just put down random to be safe
Csow takes over 300 mana to cast so if your ina full group when you buff Csow you are usualy OOM so this is very nice for buffing.

By the time you get just the "chance" to get this you will have both your Epic and better stuff than 18wis combined in primary and secondary hand, plus you will have a group buff that has both HP, AC and symbol buff in 1 cast, plus its random .. its not triggered .. do YOU want to melee Hoshkar to get the thing to proc .. as a Cleric ? :)

it says the effect is random so i'm assuming it's a proc.....now shield of words isn't a self only buff so will it be cast on the mob, on the cleric or what?

If you need or want a 2 handed cleric item to get 200 wis, you need new gear. Clerics should never depend on primary + secondary slots for wis. Wis items are easy to come by, go all out on AC for primary and secondary slots, definitely.

It's a 2HB, so it won't be used often for anything other than the free effect.
