Ruins of Kunark
The best place to harvest those skins is not in the mines or in the temple, but in Frontier Mountains. The goblins in The mines of Nurga and in the Temple of Droga do occasionally drop green skins, but not nearly as often as the goblins in FT. You'll get faction hits, but just a handful of skins.
On the other hand, in Frontier Mountains, you can get a good amount of skins by killing the goblins in 4, 5 and 6. There are a bunch of goblins waiting to be killed at the entrance of the mines of Nurga and the temple of Droga. Also, there are a couple tunnels located south west of the Giant Fort, with plenty of goblins, plus a couple Iksar slaves.
Easy kills, faction hits and lots of green goblin skins.

doesn't this also drop in Droga?
I had excellent luck collecting these in the Frontier Mountains right outside the Mines of Nurga. There are 5-6 goblins that spawn right outside of the mines themselves. I didn't time the spawn exactly but I think it was on the order of 10-15 mins. There are also some that pop inside the little cave there and wander out.
If you are standing facing the entrance, if you look to the left there is a ruined tower in the distance. About 4-5 goblins pop in there. If you look to the right of the mine, just over the shoulder of the hill, you should be able to see the top of another ruined building. 2-3 goblins pop in there. As a 54 necro I was able to clear the goblins at the entrance, and then each of the two buildings I mentioned, and then return to the entrance right as the next goblins were respawning.
I was able to get just over a stack (20) of skins in about an hour, and I could have had more as I didn't realize until about 3/4 of the way through my camp that there were goblins in the ruined buildings I mentioned. Hope this helps!

Each skin turned in to Herald Telcha at the Chardok zone in is equal to 3 faction points.
Green Goblin Skin sells for 0 plat 0 gold 9 silver 5 copper when offered to Sateal Deirosap vendor in the bazaar by level 2 human monk with 143 cha... Current bazaar prices range from 50 to 70 plat on Bertox server
I killed the goblins at the entrance to nurga in frontier mountains and looted around 5 green goblin skins before zoning in. I spent around 3 hours in nurga killing goblins for faction, and to obtain mineral salts and more green skins (which Do drop within nurga incidentally). In all that time I gained no more than 10 green goblin skins. I zoned out and killed the goblins at the entrance to nurga again, and almost every one of them dropped a skin. So if it's just skins you want, don't bother with nurga!
This is now also used for the druid Epic 1.5 quest. It's combined with some other items to make a poor goblin disguise which is used to run the goblin event for the epic quest.
Both the skins and the salts drop off the gobbos in FM cave alot. That is the place to get them if you need quantity.
Cleared all camps, and fort of goblins no skin's. killed about 100 of them, going to Lake now. just fyi

its all about chardok faction for me...if your in a guild with cleric/chanter etc that need their drop from the royals it is so much easier to get their by having an ally faction person leading the way...especially if all turns sour and a wipe happens...it saves all the gathering of everyone in zone to summon corpses never mind the cost of caskets.

these drop in warsliks off of warriors and aggresors at the gob fort, seems like 1 out of 5 drop the skins, sell for 100-125 EACH on torvonillous, lotsa rich peeps need for faction, good way to make some plat

I got one off a coerced gobbie in dalnir too. You are not alone, lol.
There's a new NPC at the entry to Chardok that will take either these or Mt. Death Mineral salts to up faction. High enough and you can get a nice ring-a quest that you can get upgrades on the ring like the Coldain one.

It can be used to make Black Extract for dyeing Fine Plate armor. Yes, it's bizarre that a Green Goblin Skin can be used to make a black dye, but it's true. I don't know if it has any other uses.

also drops in sola and bloodgills in loio fairly common.
It's a *rare* drop off Goblin Aggressors though - I wouldn't recommend purposely fighting them for it.

I got someone to cast identify on this item in the hopes of finding out what it is for. Unfortunately, the identify claims it's "lore green goblin skin". Based on this information, I would guess it is used in a quest.
be careful how you read identifications,
they always say "Item Lore:" which means "hidden meaning" and not that it has the LORE item tag.
I've saved up nearly a bagful of stacked green goblin skins for questing.

This item is found also on the goblins in frontier mountains and Droga, but for which quest is it needed? an iksar only quest maybe?
