I camped the skeletons in the hidden rooms in the north east for 4-5 hours and only got 3 skulls. In about 10 mins i got 3 by just roaming the area to the east of the pit.
in the top right corner of your map you'll see a tunnel with a few rooms, swim under water and enter you'll find a few skellys, kill the for a 50% drop rate
Zoned into FoB from WW and killed three nearby skeletons and got the Collector's skull. Kill in the north part of the zone outside of the pit.
confirm, go north
cleared the pit a couple times, then moved north outside the pit, the first decaying skeleton had the collectors skull

Best place to find the skull is at the Sythrax camp in the NE corner of the zone, through a little underwater tunnel. Had a nearly 100% drop rate here after mass slaughtering the pit with no luck. Loc pos 2000, 0.
I tried this area as well, and the mobs named "Sythrax guardian" seem to drop it every time. Not many spawns though and they are slow to respawn, but well worth the effort to come here. The skellies named "a servant of Sythrax" don't seem to drop the Collectors Skull (or so rarely I haven't gotten one yet).

Had a helluva time getting it to drop in the pit. After 3 hours or so, I moved out near Kurn's tower and the first lesser charbone i killed dropped it. Also, a lesser icebone dropped it N.E. of Kurns.

Dropped off of "a skeleton" south east of Kurn's tower today.
Also dropped off a lesser charbone skeleton, in the same area.

you need to kill a lesser chaosbone skeletons in field of bone, level 73 ish and pretty bad ***, got 4 drops in 5 kills

I cleared the Sythrax caves 4 times (~30 skellies) with no drop. Seems like they may have removed them from the drop table, broke it, or reduced the drop rate significantly.
respawn time is quite long. it's tough to farm in here without having to bring along a good book.
Boy is this true. Wasted 20 minutes killing skeletons outdoors before reading this post. Then got the drops for 5 toons in less than 5 minutes.

all of the sythrax mobs in the under water cave drop them, very high % chance too

Drop rate is around 50% based on 3 runs thru this camp.

Heh the Key is Skelly Skeleton or Greater Skeleton in the FoB. IMHO the best place is the pit I have done 3 of them for different toons

Definitely go to the underground caves in the NE. I got two in like 3 kills versus tons of killing in the pit.
They drop of all skeletons in FoB, I found the easiest thing to do wat sit south side of the pit where three or four popped on a regular basis. Also it's wise to kill all you can as alot of the other creatures are placeholders for the Skeletons.
oh and also from a scalebone in FOB
found mine on a greater skeleton in FoB

got mine to droop of a Sythrax guardian in FOB they are in the cave on the shore... you need to swim to get to it
