this is an excellent weapon for those druids that want to increase their 1hs skills. I know alot of druids neglect 1hs because there are so many 1hb weapons out there with better damage (delay is not too important because delay time is usually eaten up by casting time anyway).
So there you have it. a level 45+ druid with poor 1hs skills, looking forward to getting his epic. Do you really think he is going to want to switch to his stupid centi warhammer to do damage after he gets his epic? HELL NO ! He is gonna want to train up his skills in 1hs as fast as possible. This weapon is ideal due to it's delay. The quicker he hits, the quicker his skills increase. (might want to use a haste item to shorten delay too). I have trained my skills in all weapon catagories this way by finding the lowest possible delay weapon out there regardless of damage and whacking on a blue mob for an hour or 2 until my skills were maxed. As a meelee class, I can get about 70 skill points in an hour with haste, buffs, and heals when needed. But I known caster classes probably cant get skill points as fast as meelee with weapons, so it may take longer.
So anyway, this weapon is a damn fine item to be used for druid 1hs skill purposes for 3 reasons:
1. good short delay
2. cheap
3. easily attainable without camping a mob for hours

I wouldn't necessaryly say it's a waste, consider the druid's epic quest weapon. Its slashing, so you need all the slashing you can get. Its a good starting weapons that way.
