would be Plane of Water Aka the "Reef of Coirnav" farmed 4stacks just walkin through killin all the sea mobs in sight
I went into Kedge Keep tonight and farmed a few stacks of these off the mermaids listed above. Not too difficult to get, and seem to drop in pairs often.

Also now drops from the swordfish and enthralled molkor in Siren's Grotto... In fact I don't think there is a non-siren mob that doesn't drop it at some point (massive walrus, rampaging ulthork, etc I think have all dropped ink too) but I know for SURE that the swordfish and molkor now do...

This is used by Rogues to make the poison Withering flesh. According to EQ Traders this needs advanced poison vial, celestial suspension, amber resin, ocean ink, vein rot sketch or master sketch. Also according to EQ Traders effect is 360 point DoT over 90 seconds. Recomended level of 46.

Also found in Sirens Grotto off the elephants.
Zone into SG, have druid succor...the mobs there drop them.
