Yes they can target you and summon one for you, or in a group, they can cast the group version, or just standing around, they can Mass Group Buff and give to everyone in the area.

I've read the other log entries. I don't get it, but it may be that I'm a total noob. What is the relevance of this item for non-casters? It implies that if I can gain mana by magical means [ie-this rod] I can cast if I knew spells. Is this true?
There really isn't any relevance for non-casters. If a class without mana (i.e. war, ber, rog, monk) uses the click-effect, they will simply take damage and get nothing in return.
It converts HP to mana, taking 350HP and giving you (less than 450)mana. Since a patch a while back, it now checks your MAX HP, meaning if your total maximum HP is not graeter than 450, it will not do anything, however, if you have 600 HP, and your at 20% health (120HP) it will still kill you. previous to this it would just try to eat 450HP no matter how many you have.
Ok my 43 bard went out looking for one of these because bard mana regen is like umm non-existant. I mean it takes a friggin hour to regen my mana bar from 0 using the mana song. anyway I heard that this rod would take 450 health and give 350 mana so i figgured since i got a 18 pt regen song id give it a try. well it does take 450 dmg from you but i only got about 4% mana from it. and i know that the lvl 43 AE dmg song take 800 mana and that takes 4 bubs of mana so how much mana does this really give. Im thinking its more like 40. anyone got an answer for me or perhaps its just cause im a bard *shrug*
Today, March 27th, I ported in to Nexus from PoK. I was running around to get where I wanted go and suddenly this THING was on my mouse. I hadn't cast anything, hadn't foraged, hadn't done ANYthing to cause it. Well, I figured I'd better test it out before logging. I looked it up on the net and found a few references to it and noticed the 450-odd hit point mentions. So, I had 570 or so on my 19 Druid and gave it a test run in PC. NOTHING HAPPENED. No extra damage, no help in casting...NOTHING. I logged and said "oh well". Anyone else have anything that ACTUALLY helped them?
This item is summoned by mages durr. When it appears on mouse it is because someone cast it and you just got caught within the bunch of people getting it.
My Ranger didnt have enough HP on him at the time to risk, so I didnt try it. Just curious: did you just equip it? or, did you try right-clicking to see if it is a manual cast?
From another post, I gather that it will exchange HP for Mana, but was wondering if it was set amounts, or percentages.
This really has me curious... almost enough to take the spell back out of my trader satchel so my mage can try it out in a couple of years when he gets high enough to cast it... :)

OK, to the guy who couldn't make it work : Take it out of the bag it was in. Right clickable items only work in an empty inventory slot, not a bag. Also, since you have more than 450 hp, it will work (even if you are injured, and your CURRENT HP are below 450, so watch out, it can still kill you).
Second, it converts 450hp for exactly 350 mana, no more, no less, not ratio. exactly 350, every time.
It also has a fairly long recast time, so you can't just fill your mana bar up like a shaman using canni.
This is a summoned item. The spell is Rod of Mystical Transvergance. There was a 65 magician running around the Bazaar on Tarew Marr this evening, randomly casting it on traders. He cast it a couple of times on me. I just put it in an open slot until he left. I just got the Duplicate Items not allowed message in the main chat window, which I ignored, and didn't have to bother with it on my pointer after that . I think this item must convert HP into Mana for those high-level OOM situations .

Well, this rod is mystical indeed. My level 1 warrior (Munitia, my trader in the Bazaar)ended up having this rod on the mouse after an afk night selling stuff. This means that I didnt even use forage. It just ended up being there. Amazing. Too bad there is no possible way of testing this. No drop and no rent. It looks great though. Hahaha, funny thing, this rod.

My level 11 Druid was porting to The Nexus from PoK. I had just foraged [skill of only 56] and clicked the icon and when I appeared on the moon the Rod was on my mouse. Any ideas of how this happened? For this level the wepaon is fairly good for getting up 1hb skill.
