You can do the combine below 300 I was successful on the 2nd attempt - Failure returns some components,
Round cut tool - Purchase square count tool, add to Jewelers kit and hit combine to create the round cut tool.
Fish scales - Combine 10 in Jewelers table to create patch
patches - Combine 10 in Jewelers table to create Swatch.

I've attempted this upwards of 6 times at around 250 JC skill and failed.

Each time I get 3 of the swatches back,1 of the Velium bars and the tools back.

Seems to be a set return values.

UPDATE: I just failed another 6 times :( I was at 272 JC normally and 293 with the trophy.
UPDATE: failed another 9 times - just checked success rate at it is 5% at 272JC
FINAL UPDATE: eventually crafted this after another further 8 failures.

Total failures before success = 9 + 6 + 8 = 23. That's with a natural JC of 283 and a value of 312 with trophy. At that level of skill, it was a 12% success rate so 23 attempts kinda sucks!!

Guess I need to go back and fish more Angel Fish :(

Heading to Thurgadin to get my JC up.

I've never tried the fish scale combines in a Jeweler's kit, but I know they work in the Tackle Box or the stationary fishing combine container in PoK.
