Maybe it was bad luck but after a few hours these still haven't repopped on Golra island in TD. Don't know when they were grabbed but if anyone is looking and they aren't up it has been at least a 2-3 hours since they were around.

Picked up in Timorous Deep, Goira island, loc -8855 -6041 --- don't know if fixed spawnpoint or random.

If anyone finds out what this is actually used for (it does seem like it could be just a free ground spawn that can be sold, there must be more to it than that?), make a post
It spawned for me at the spawn point of the most Northern Gorla spawn point, Gorla island is south of the Timorous Deep port

It's actually a much easier way to get item #2. They must have decided that the quest was already ridiculously hard for a lvl 39 spell even without having to get the diamonds the hard way, so they made it a ground spawn where you saw it.
When I did this quest, a very nice wizard who was there collecting ice cubes for root beer floats agreed to be my lookout, and she told me when it spawned.
