Casting time is 2.5 but Fizzle Time is 3.5 ... am I new to this or there is some mistake here?
The Fizzle Time stat is a bit misleading imho. In game terms it really means the time before you can recast ANY spell. It doesn't seem to relate to fizzling in any way that I have noticed.
In other words, a successful casting of this spell will cause all spell gems to be blacked out for 3.5 secs. I learned this when I cast my shammy self buff, which has a fizzle time of 30sec. After casting, I can't cast any spells for 30sec. It has nothing to do with fizzling though, if I fizzle then I don't hafta wait 30secs to retry casting LoL.

I think fizzle time is the time it takes to recover from a fizzle on this spell.
