Tried to make Darkpaw Focusing Rk. II using Bloodworg Focusing Rk. II as a model.
It made Bloodworg Focusing Rk. II instead.
I verified that I used Fine Spell Tablet instead of Fine Charta Arcanum.

So you're saying that Bloodworg Focusing Rk. II has two recipes, one with Fine Spell Tablet and one with Fine Charta Arcanum? If so, that sounds like a bug and you should report it.

I can confirm this bug still exists (Feb 09 2016), got the same result today and got the text again I learned Bloodworg Focusing Rk. II. A recipe search in my Spell Research Kit shows both recipes for the same spell. Just sent a bugreport.

It seems Darkpaw Focusing isn't a seperate spell at lvl 83 but an effect of
Unity of the Spirits Rk. II (https://everquest.allakhazam.com/db/spell.html?spell=19473) and
Talisman of Unity Rk. II (https://everquest.allakhazam.com/db/spell.html?spell=19476).
So the recipe posted above can't work to get a Darkpaw Focusing spell. The bug is imo an ingame working recipe for a spell that does not exist and should be removed.
The other question is why Darkpaw Focusing is listed here as lvl 83 spell while the effects are working in lvl 81/85 spells. That's pretty confusing.

This is part of the " Unity of Spirits " line of spells that Shamans get at Level 81
