Why would any body want this spell when Draught of fire does more damage with a faster cast time and uses less mana? Am I missing something here?

Yes, respectfully, you are missing the resist check: Fire (-300). This spell, along with the other spells in the Lure line, is really, really hard to resist, which is its chief benefit. Use this when you absolutely, positively MUST land for full damage, and other considerations such as mana efficiency are not important. Not for everyday use, but very nice to have when you really need it.
Now, granted, some things (for example, Talendor, the higher-level version of Nagafen in Skyfire) will be immune to this anyway, in which case you use a different Lure.

After doing 20 turnins for this spell, I figured it had to be for sale somewhere and it is.
This spell is sold by the Froglok Channeler in pok library. Same vendor also has Lure of Frost and Lure of Lightning.
