I realize this is years later, but for those who may be reading this, disregard what Hitenrun has said. The changes with TSS made fear a very powerful tool. If you fear a mob and it moves out of aggro range, the new hate list rules cause the mob to not return and attack you; instead you'll find you've left the combat state and the mob has returned to its original pathing. Now this may just be an exploit that they didn't intend when they made the changes to the aggro/hate and regeneration systems, but right now, fear spells work very well as crowd control. It will never replace an enchanter, but it will keep your group alive.
I understand where u are comin from, but as far as loosing agro from a fear, that's gotta be a hax or bug. If a feared mob paths within the assist range of something else that is KoS, that new mob will agro for sure. But if u have a lot of room for feared mob to path, it may be useful.

You can get this spell from Blippo Stumbletoe at Rivervale in the cleric guild. As a matter of fact you find all level 24 cleric spells there.
