Per a petition when Bloogy ate my turn-in:
tl;dr: It appears that the quest will not accept Water Dragon Meat for this quest. BUT I think CS is wrong, because I've done it with Water meat on another server. I think something is bugged with the quest.

I started adding the items to your character's Item Overflow window. Use the command /itemoverflow to open the Item Overflow window to retrieve your items, they should appear within the next 30 minutes. The quest items were returned as a one time exception.
It appears that the quest will not accept Water Dragon Meat for this quest.
I've reported this to our QA and Development Teams for review. We kindly ask that you bear with us as they investigate this issue further, and work towards any necessary fixes.
I'm afraid I don't have an ETA on that for you at this time, but please keep an eye on the official forums (https://forums.daybreakgames.com/eq) as well as the patch notes (https://forums.daybreakgames.com/eq/index.php?forums/game-update-notes-live.9/) for further information as it becomes available.

This quest begins with Bloogy Shellcracker in Cobalt Scar (location 187.25, -1507.34, 77.76 on upper edge of coast).
You say, 'Hail, Bloogy Shellcracker' Bloogy Shellcracker says, 'Hello, strange one. I am Bloogy Shellcracker, the preparer of meals for my people. I am not familiar with the culinary tastes of your kind but you are welcome to purchase some of my supplies. I will also barter for ingredients to some of my exotic dishes.' You say, 'What ingredients?' Bloogy Shellcracker says 'The rarest treat I can prepare for my people is saucy salted seadragon steak. I wish to barter for some water dragon meat, saltwater seaweed, and fish eggs. The rest of the ingredients are collected locally by our collectors. You need one Water Dragon Meat. Just handed him Water Dragon Meat + 1 seaweed + 2 eggs and he returned it all saying no thanks. Handed him Sea Dragon Meat + 1 seaweed + 2 eggs and he handed 1 eggs back. I will try some various combos but it appears that Water Dragon Meat is no longer accepted.
I tried it tonight and got back 1 Saltwater Seaweed back from him and no Totem.

Does this still work ? I've tried turning in the items in several different ways on 2 chars, on the first one he ate everything and on the second char he gives it all back no matter what order or quantity I hand it in ?
The turn in with water dragon meat only requires 1 fish eggs and 1 saltwater seaweed. Worked for me three times.

did quest today 11/17/05 with water dragon meat...

DON'T use Sea Dragon Meat for this - most of the Dragons that drop it also drop Water Dragon Meat, which is only really useful for this quest, whereas Sea Dragon Meat is one of the rarest components of the Bristlebane Challenge sandwich, which is a 150 HP/Mana/Endurance, +5 to all stats item that was introduced in the PoR expansion.

The Totem is nice for lower level characters, the Sandwich is nice for people at the top end of the game -- and they're willing to pay a lot for that.

I dont know if it was some kind of freakish thing with the last trade with bloogy-- but i had to give him 4 eggs, almost gave me a heart attack but apparently its MQ'able.I simply gave him 2 more eggs and got the totem.
EQ people no longer recognize stacks as being more than 1 thing... so you gave him a stack of 2 in the first i assume, and another stack of 2. you now have to give him 4 of the things, and then give him 1 more to complete it.

not anymore a patch awhile back made it so you have to give 1 at a time

I'm up to warmly with him. He does not respond to my hails, but does answer the 'what ingredients' question. Does this mean I can or can't do the quest?

yes...a lot of NPC dont respond to "hail" because they are not the first NPC in the world to start the quest. In reality there should be another NPC somewhere who refers you to him.

Othmir Totem can go in any of your slots. So you don't HAVE to drop the Talisman for this. You can put this in main, PKT in secondary and Talisman in range. That should help easily max out your wis, opening up a slot of other things(like the permanent See Invis Bracer, 6 ac/65 hp ring or even that goldly Earring from Vindicator in Kael).

This is a nice range item for a Wisdom caster, but not as nice as the Talisman of Benevolence, which has Wisdom+15 Mana+55 HP+38 SvMagic+12 SvCold+12.
If it asks for more than one but less than 4 of any stackable item you CAN stack them when you turn in.
If it ONLY asks for one type of stackable item you can turn in multiple stacks but the rule is each slot can only have however many the quest asks for.
In halas the warrior asks for 3 gnoll teeth so if you turn in more than 3 in each stack you usually don't get credit for that but you can turn in 4 stacks of 3 teeth. I seem to remember a bonechips quest that asked for two chips as well, that would work with 4 stacks of 2 but probably not give you any extra credit for 4 stacks of 4.
All the quests that I know of that ask for more than 4 items end up having one of those a stackable item, this allows you to complete the quest in one NPC trade using only the 4 available slots. I haven't run into or heard of a quest yet that requires item turn in that would need more than 4 slots or seperate NPC trades to the same NPC in one step (note this means at an individual stage of a quest, quests with multiple NPC interactions still don't require more than 4 things for any given STEP.) If the quest needs more than 4 things in one turn in it usually ends up having a combine container (ie "fill this box with 10 infected rat livers and combine it and return it to me")
Oh yea, got so wrapped up in the stackable item turn in thing I almost forgot. You can catch thunder salmon in NK with very low skill, I used to blow my fishing grubs on my druid there in the teens during downtime and caught many thunder salmon with very low fishing skill (went from like 10 to 50 skill.) Tackleboxes are for sure sold in WK at the barb village if you can't find em anywhere else. Since this is the skinning knife used by tailors and you get that knife back success or failure while tailoring I imagine that it is returned when making eggs too so this step could be tried with little to no fishing skill simply fish till you get a thunder salmon then throw it in the tackebox with the knife and hope, theres minimal cost for failure and even 10 failures has got to be less time consuming than waiting till you master fishing somewhere else to try your first combine.

Just finished this quest and I can also confirm that it requires 5 items, though I don't think the order matters. I turned them in as follows:
Sea dragon meat
Saltwater seaweed
Fish eggs
Saltwater seaweed
Fish eggs
I turned in the first three items first (which are what Bloogy actually asks you for) and didn't get the totem. Then I gave him another seaweed (still no totem) and another fish eggs (got the totem).

My cleric did a lot of fishing in OOT for saltwater seaweed, but that was for Human cultural smithing. I've notice that as my fishing skill went up, I had a higher "success" rate of fishing either saltwater seaweed, Fresh Fish or the special zone-specific fish for OOT (can't remember the name right now.)

I dont know that fishing skill makes any difference. I have caught the seaweed several times, even early in my fishing career (skill under 10) so I think it is just random.
I just did the quest. I handed in one item at a time, and recieved the totem. One fishegg, one fishegg, one seaweed, one seaweed, meat...You gain experience!!

My druid has the 2 seaweeds. Cleric has fish eggs and is obtaining sea dragon meat. Was wondering if this quest is MQ-able or not???

Sea Dragon Meat is NOT No Drop. Its also no longer edible (used to be). Stackable. Not Lore.
