I too, couldn't get quest. removed my boreal cowl of the tender and the the fear of light buff was removed.. so try removing your armor not just weapon.
Got my blank tome from the Light side (nw corner) off a introspective student.

This shared task (1-6 players) begins with Wrakt of Fal`Kaa in the Pillars of Alra, located just inside the southeastern pillar (-630, -355, 355). Pre-requisites for requesting the task: - Completion of "The First Pilgrimage" - 81 Skill Level in Alaran You say, 'Hail, Wrakt of Fal`Kaa' Wrakt of Fal`Kaa nods ind whispers, 'I am quite happy to see you return, disciple _____. With the recent [state of affairs] I am never sure when good news will emerge from the shadows of our world.' You say, 'State of affairs?' Wrakt of Fal`Kaa motions toward the open door, 'The state of chaos, the state of discord... Our people seek unity, we wish yo cast off the ruinous bonds of division and be a whole nation again. It is unfortunate that the one who was meant to [unify] us would be the focal point of such bitter contempt.' You say, 'Who was meant to unify you?' Wrakt of Fal`Kaa says, in Alaran, 'As I have said before, Alra's role in our history may be of significantly less importance than my people believe. I offer you the chance to know what few of my people ever shall, if you are [willing to reveal the truth].' You say, 'I'm willing to reveal the truth...' Wrakt of Fal`Kaa smiles and nods its head, 'Very well, I ask that you work to spread the truth to the misled. They will not listen to reason, so our methods will need to be subtle. The materials you will need are as such...' The evangelist begins detailing its plan. You have been assigned the task 'The Word of Fal`Kaa'. Wrakt would like for you to collect enough materials to scribe a tome. It feels like a non-direct approach in sharing the message of the shadows will bring about the best results. - Ut`Len Ink is unmatched in both beauty and function. Collect enough to scribe a full tome. - Though delicate, the fangs of the Ayrlak are capable of producing breathtakingly beautiful calligraphy. Collect several. - You will need a vessel to transport the Ut`Len ink. The fins of a Vyrlak should do nicely. NOTE: While in this task, you will have an effect called "Agents of the Black" on you, making you kill-on-sight to mobs in the Pillar of Light. Collect several vials worth of Ut`Len ink 0/4 (Pillars of Alra) Find some delicate scribing utensils, Ayrlak Teeth should do 0/2 (Pillars of Alra) Find some scribing pallets, Vyrlak Fins perhaps 0/3 (Pillars of Alra) Hunt the above mobs in the lake below the pillars, and loot their drops. Collect a blank tome from the Pillar of Light's lower library 0/1 (Pillars of Alra) Task Window Says: Unfinished tomes are stored in the lower library of the Pillar of Light. Much of the students' daily meditation is spent re-scribing the teachings of Erion. Wrakt feels a non-violent approach would be best, but Wrakt isn't the one obtaining the blank tomes, now is it? "Blank Tome of Light" is a random drop from mobs in the library. Scribe the words of truth into the tome of light 0/1 (Pillars of Alra) Task Window Says: With all of the needed materials collected, return to the Pillar of the Black and scribe the teachings of shade into the blank tome of light. Using the Infuser of Shade located on the lower purification halls should prove faster than trying to write it by hand. Head to the Pillar of the Black's third floor (-730, -515, 500) and, inside the Infuser of Shade, combine the above 10 items to create "Tome of Subversive Truth". A quiet whisper echoes from all corners of the Pillar, it is the voice of Wrakt, 'Your dedication is admirable and your work is impressive. You must now return these words of truth to the halls from which you took the blank tome... I would prefer this done without further bloodshed.' NOTE: The task locks here. Return the tome to the Pillar of Light's lower library 0/1 (Pillars of Alra) Task Window Says: Now that you've snuck truth under the cover of a book of lies, return the tome to the Pillar of Light's library. Place it on one of the outer shelves. Head back to the Pillar of Light's third floor library and roam around until you get an update. Wrakt of Fal`Kaa whispers, 'Good work, now return to me and we shall discuss a bit more of my people's true history...' You quickly place the tome on the shelf. Report your success to Wrakt 0/1 (Pillars of Alra) Task Window Says: Return to Wrakt and let it know that you have completed all it has asked of you. (Optional) Avoid being noticed while in the Pillar of Light 0/9 (Pillar of Alra) Task Window Says: Wrakt is displeased in the manner you obtained the blank tome, perhaps you could travel through the Pillar of Light in a less violent fashion? It's unbecoming of the agents of shadow to brazenly cast light and bring death to the unworthy... Completing this optional step successfully gets you a Fragment of Legendary Alaran History. You say, 'Hail, Wrakt of Fal`Kaa' Wrakt is quite impressed with your discretion in returning the tome. It smiles and hands you a small fragment. Wrakt of Fal`Kaa speaks quietly, as if to keep others from overhearing, 'The Unity of Shadow V of XI... The universe, the endless expanse and infinite void. We are but a single plane of a multitude, mere puppets to the whims of fate and history. We sway at the will of the elements, and we ourselves as living creatures sway the elements within our power...' Your faction standing with Shades of Alra got better. If you get total KOS faction which is very possible because in Words of Erion, the Shadowward of Fal'Kaa gives a -2000 faction hit to the dark tower (total KOS in 2 kills max), then Wrackt won't talk to you - you get a debuff when you approach the stairs called "Fear of the Light" that keeps him KOS.
However, I was still able to get the quest from him even with that debuff by using the "Noble's Robe" drop from Castle Mistmoore (available during Hardcore Heritage) for int casters which casts "alliance" - the alliance faction boost brought me to dubious and made it so I could get the quest.
It's quite possible it might have applications in other areas of these quests for raising factions to dubious but this is one that I know works.

Actually, Fear of the Light means that you have a light source and that makes them angry. Most likely its your weapon.
This is true. I took off my helm (light source), and The Fear of Light aura went away. That debuff subtracts 390 faction with Shades of Alra and was making me KoS with the shade tower.
I also tried sneak but that was not effective in this case.

The second task step lists the wrong mob type. According to the task I currently have, it should read:
"Find some delicate scribing utensils, Ayrlak Teeth should do 0/2 (Pillars of Alra)"

Task Locks as soon as you combine all the items in the infuser at this step-
"Scribe the words of truth into the tome of light 0/1 (Pillars of Alra)"
So if you want to taskadd anyone you must do it before the combine.

This step actually reads 0/9, not 0/1 as it reads above, and seems to be just a series of location updates as you move up to the library and back down, exiting the pillar. I did not kill any mobs during this section but I certainly drew agro on several see invis mobs in different areas of the Light pillar, and was still able to complete the optional step.

xyroff, did you actually draw aggro with the character holding the book? i did this (i run it solo up and down) and the optional step gets eradicated.
the char holding the book cannot draw aggro at all, but what you wrote leads me to believe that others in the party can without penalty. i had been thinking this is the case.
(i have not tested this, i got really good at sneaking and learning the exact path and timing to take)

completing the optional step gives "fragment of legendary alaran history" as a reward.
you have to go all the way up to the bookshelf, and back down to receive the reward (no evacing).

saying "none" at the statue lowers faction with ALL pillars, and the hits are harder then if you choose a pillar, which only lowers 2 a little bit, and raises the other two.
