As an Erudite Necromancer, Dubious does not work, nor does Wolf Form. Wolf Form still kept me at Threatening faction. At straight Dubious faction, I still had to use shared invisibility to pull it off.

He does nothing when you hand in the items by the way, for anyone wondering. Despite implying he's going to show you something. Quest name should be changed to "Unsar's Call" also, since his name isn't Unser :)

Hey, I went up to Kazlo Naedra because I swore I had heard the supplies quest was good. (Note: Once I tried to kill some guards in north qeynos, and now ALL the Order of Three hates me) He says: "The Order of Three has been monitoring your recent actions, and we are appalled by you and your ways! Now, get lost!" Or something like that. I am a level 9 Barbarian Shaman, I need faction with Order of Three, but, my faction is already so low that I can't even raise it! How should I do this???
This quest gives a 5 point faction increase with Order of Three. 400 times will maximize your faction.
Buy unlimited Rat Whiskers and Bat Wings from Jeena Firechaser in Kithicor Woods at (-200, 3800). If she tells you to get lost, have a friend buy from her.
Buy unlimited Snake Scales and Bat Wings on Luclin from the barbarian spell vendor Herol Beaufodal in Shadow Haven at (60, 1210, -105) -- you'll need some Traders of the Haven faction first. Or if you are an Iksar, there is a vendor with Snake Scales and Bat Wings in each of the 4 zones just outside Cabilis.
If you're starting out KoS (like I was), use wolf form or an illusion to raise your faction temporarily to enable you to do the quest.

Bad news, Jeena in Kithicor no longer sells rat whiskers, they must have been removed from her inventory at some point.
Lovely level 60 NPC by the name of Kazlo Naedra jumped Xorish (iksar monk) right after his handing in those 5 backpacks of Honey Mead to Trumpy - one nuke stunned and did 750 dmg before Xorish got his FD off (instinctive reaction whenever he hears a nuking spell being cast). The good news is that in wolf form, he's only dubious, so it is possible to raise faction with the Order of Three using this quest
Note: Unsar has a BAD habit of turning around to face you after every quest completion - so forget the sneak method (but trading at maximum range using sneak and harmony might work).
40 completions - dubious to apprehensive (in wolf form)
60 completions - up to indifferent in wolf form.

This quest can be done if you are dubious or higher. My lvl 9 paladin is having troubles getting his factions up with the Order of Three. I did the quest 10 times and im still dubious.
A dark elf of innoruk, or even troll shaman with the same thing, can raise this to allied with the halfling form mask.
My dark elf cleric of inny had raised all other qeynos surface factions (going MAX KOS to the sewer people in the process.. but who cares when im max allied to qeynos guards, paladins and clerics) but was still kos to some wandering order of three.
Finally I got tired of that and bought all the stuff for this quest off many vendors newbs had sold it to, except for batwings which I bought in unlimited quantities in EC off that erud lady. I used the one use halfling form mask from the

Innoruk symbol quest line, nice cause you perpetually get a new one by killing master whoopall in Nek forest and turning in his head.
Then I did the quest until the 80 batwings and other materials were gone. At that point I was amiable in halflign form and dubious in dark elf (at least non kos though) for giggles I did it about an equal amount of times again, not needing halfling form this time (dubious is enough for the quest), and got to amiable.
Wolf form would do the same trick if you could get one from a passing druid.

A better suggestion, gather up as many snake scales you can muster and take them over to Everfrost or Halas. The Shamens and Beastmasters have a spell which requires them and Snake Scales are pretty much unavailable in those regions. Selling stacks can reel in a hefty sum if you don't sell to an NPC.
People are obviously only doing this quest for faction reasons.
Wolf form does still work around qeynos, careful in WK though since even if kindly it makes you Scowl with barbarian/halas now. The barbarian bank guards in Qeynos are not the same faction though. Nothing in Qeynos is kos if in wolf form because you are in wolf form.

I'm helping a friend were in W Commons and this Necro, I dont remember the necros name, so I protect my friend and kill the necro. Well now my faction for the Order of Three is all screwed up. Ive looked at the three quests and it appears that I need to be at least dubious to do these quests otherwise they attack me before I can get the quest without getting attacked. Kazlo Naedra hits with his bare hands for 300 to 320. I cant take too many hits from him while I am trying to do the quest. Does anybody know how I can raise faction with the order of 3, Please leave a message or send me a tell Im on Quellious server. I will remember next time when a NPC attacks to let my friend die. I had no idea I would get hammered everytime I try to do the Hero Bracer Quest.
I forgot to mention in my previous post that I received no cash or items for this quest whatsoever, although when you hand Unsar the items, from the way he talks it sounds like he thinks he is giving you his spell or something related to it to "check out". I did get the exp message for it each time, but didn't notice anything...but having just hit level 39, that doesn't surprise me much. So the moral of the story is, if you want faction, this is the quest to use. If you want loot, it is most definitely not. I don't know about exp, but Anonymous said at lvl 3 s/he didn't get much of any, so that may be a no-go, too.
This is *the* quest to use for anyone who is dubious and wishes to raise their factions. As a Barbarian Shaman (worshipping the Tribunal) who spends a lot of time in Qeynos, it's always driven me crazy that these folks wouldn't have anything to do with me. But yesterday, after doing this quest about 35 times (just accumulate a couple stacks of each component and then sit down and give Unser one set after another) I went from dubious to apprehensive. After another 20-25, he was indifferent. I couldn't believe it. I turned in the last of my stash of items to Unser bringing me to a total somewhere around 65 and was still indifferent. I'd already tried the Blank Scrolls quest while dubious but Khaslo wouldn't take em, so I tried it again when he was indifferent, and after doing it twice I was amiable.

I've got a DE necro that I'm trying to build faction with as many of the non-evil factions as I can... Is there any way at all to raise faction with Order of Three when you start out KOS to them?

Unless you don't want to visit that place anymore, I won't suggest it.
Qeynos has a set of catacomb's that has a necro's guild within it ( plus other guilds for evil races ), use that. There is even a nice begger that's kind enough to allow you to do your banking with him.

The faction of the necro guild in east freeport is dismal rage. I know because I just got my wood elf druid of tunare allied to it by first using wolf form to get to glower dubious then giving xelha many tons o' bonechips.
Opal darkbriar is only on opal darkbriar faction. Zhem xia, that guy in the room near hers, is the only other guy on opal darkbriar there.
Negatives from quests like these are also quite low and you won't drop below glower dubious unless you take a murder hit against opal darkbriar.
As a necro a druid wolf forming you is the only way you'd get to dubious possibly in order to do the quest in qeynos. So try that.

the spell has a new name, Unsar's Glory, but i was able to do the quest as listed. didn't notice any experience at level 3, though.
